HomeMy WebLinkAboutWD-36-88 TOWN OF NEWCASTLE pe � , REPORT File # >; ./ Res. # By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: MAY 16, 1988 REPORT #:WD-.36-88 FILE #: SUB,JECT: ADAMKOVICS CONCERNS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT this report be received for information; and THAT Mr. .Adamkovics, 112 Old Varcoe Road, R.R. #3, Bowmanville, Ontario, L1C 3K4, be so advised and forwarded a copy of this report. 1.0 BACKGROUND 1.1 At the meeting of Council held on Monday, November 23, 1987, the following resolution was passed: "THAT the communication dated November 6th, 1987, from Mr. J. I. Adamkovics, 112 Old Varcoe Road, R.R. #3, Bowmanville, Ontario, L1C 3K4, requesting that Council review and respond to the concerns listed on the subject letter, be received; AND THAT the correspondence be referred to the Works Department for review and report to the General Purpose and Administration Committee; AND FURTHER THAT Mr. Adamkovics be advised of Council's decision." . . .2 PAGE 2 REPORT NO. WD--36--88 i 1.2 Attached is a copy of a letter from Mr. Adamkovics (See Attachment 3) I expressing a number of concerns relating to the construction and development activity surrounding his home. 1.3 Mr. Adamkovics lives in Courtice on Old Varcoe Road as shown on Attachment 1. 1.4 The purpose of Mr. Adamkovics's letter was to document his complaints and request a written response from the Works Department. 1.5 On February 19, 1988, Mr. Cannella from the Public Works Department met with Mr. Adamkovics at his residence to discuss his concerns and address them accordingly. 2.0 COMPLAINTS and ACTION TAKEN 2.1 The following are Mr. Adamkovics complaints and the action taken to address his concerns. 2.2 Complaint 1: When will the road be repaired properly at the junction of Varcoe and Old Varcoe Roads? Action Taken: The intersection of Varcoe Road and 01d Varcoe Road will be reconstructed this summer in conjunction with the reconstruction of the west side of Varcoe Road. This work is scheduled this summer. (see Attachment 1) 2.3 Complaint 2: Are you aware that the location of mail boxes at the above intersection is a traffic hazard and dangerous, especially at night. Are you taking it into consideration that if they are to stay there permanently, you will have to ensure that the area is protected? Action Taken: A meeting was held on April 21, 1988 with Canada Post to discuss mail distribution and the locations of mailboxes in the Town. The location and concern referred to by Mr. Adamkovics was a point of discussion. It was confirmed that only 1 'green box' would remain at this location servicing only the existing homes on Old Varcoe Road. This green box would be located sufficiently back of the intersection to avoid any potential conflicts with traffie.(See Attachment 2) i I PAGE 3 REPORT NO. WD-36-88 I I 2.4 Complaint 3: How far do you intend to go up with the resurfacing and repair on Old Varcoe Road? Action Taken: As part of the Varcoe Road reconstruction we intend to reconstruct and pave the intersection of Old Varcoe Road and Varcoe to a limit approximately 30 metres northerly on Old Varcoe Road. (See Attachment 2) 2.5 Complaint 4: When are you going to clean-up and restore the West side of Old Varcoe Road and Varcoe Road, or to you intend to do it at all? Action Taken: The west side of Old Varcoe Road will be restored as part of the Roadside Maintenance Program for this year. The west side of Varcoe Road will be cleaned-up during the reconstruction of the west side of Varcoe Road. (See Attachment 2) 2.6 Complaint 5: When are the road sign(s) going to be up on the Old Varcoe Road? Action Taken: Traffic and street name signs were installed signs at the intersection of Varcoe Road and Old Varcoe Road during the week of February 22, 1988. 2.7 Complaint 6: When are you going to identify adequately the Nash and Varcoe Road junction? Action Taken: The reconstruction of Nash Road from Varcoe Road easterly for 170 metres, includes the intersection of Varcoe Road and Nash Road. (See Attachment 1) Upon completion of the intersection the traffic and street name signs will be relocated and the illumination of the intersection will be reviewed to ensure proper visibility. 2.8 Complaint 7: A written assurance is needed that you have given adequate information in the form of a map to the Police Department, Fire Department and Post Office. Action Taken: When the Town Street Name Map is revised, the Police and Fire Departments, and the Post Office will be forwarded an up to date copy. . . .4 PAGE 4 REPORT NO. WD-36-88 2.9 Complaint 8: Finally, we all would like to have a commitment from the Department(s) concerned that they will enforce the responsibilities of the developers, .follow up and make sure that all repairs, restorations, clean-ups have been carried out properly to the satisfaction of the taxpayers whose interests you should keenly represent. Action Taken: The subdivision developments are currently being monitored on a daily basis by our inspectors, to to ensure that the roads are maintained to an acceptable standard and that the developers have met all of their obligations. 3.0 CONCLUSION 3.1 We believe that Mr. Adaakovics was satisfied that all of his concerns were adequately addressed. It is, therefore, recommended that a copy of this report be forwarded to Mr. Adamkovics for his information. Respectfully submitted, Recommended for presentation to the Committee, Walter A. Evans, P. Gray, Deputy Director 40 Temprance Street Bowmanville, Ontario L1C 3A6 Dear Mr. Gray: Re: Street Sign, Repair aad Cleaning It seems that the constriction work in our area is finally coming to an end. Notwithstanding the fact that we have suffered a I remendous dose of inconvenience during the last two years, we are looking forward to the norn;alization of the area. .Unfortunately our patience is wearing very thin, especially at the Old Varcoe Road area which seems to be constantly ignored by Builders, Planning Department, Public Works, etc. We can understand the attitude of the developer, trying to get away with as little as possible, but it is the Township's duty and responsibility to enforce the road repairs, signs, clean-up and other jobs these people are committed to do. Both my neighbours and our elves spent time and money to clean up the debris that appeared constantly in our yards (front and back) which became a neverending job in trying to keep our property esthetically acceptable looking. NEadles s to say our efforts Were and are fruitless as the building contractors not only did not clean-up after themselves but still keep filling our yards with construction garbage. The other and more seric is problem that we were and still are experiencing to a certain degree, is that we are unable to identify our location. This could be especially dangerous in case of Lire or when police protection is needed, let alone the inconveniences we suffer when anyone tries to find us. ...2 ATTACHMENT 3 WD-36-88 I was told that the Police, Fire Department and Post Office were furnished with maps showing ALL new, old and rerouted streets. I was assured of this faci verbally only and would like to see it confirmed in writing. Recently I noticed that the street signs have been put up in the new development. I also noticed that the sign is missing on Old Varcoe Road. Naturally you neglected this street again as usual. I had several conversations on the telephone with Mrs. O'Neill and I was assured by her, that the street sign is on order, but she would not commit herself to a deadline of when the sign would be up. The identification on the corner of Varcoe and Nash Roads is also inadequate. On an important intersection like this, there should be signs located on every corner and not only on the North-West one. The purpose of this letter is to document our complaints to you and request answers in the foam of a letter for the following: 1. When will the road be repaired properly at the ;unction of Varcoe and Old Varcoe Roads? 7. Are you aware that the location of mail boxes at the above inter- section is a traffic hazzard and dangerous, especially, at night? Are you taking it into consideration that if they are to stay there permanently, you will have to e.:sure that the area is protected?
