RECOMMENDATIONS:

It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-35-88 be received; and
2. THAT tenders be advertised for collection of refuse for the

entire TovA-i of Newcastle; and
3. THAT the tender be based on obtaining a uniform rate for all
residents in the Town; and
4. THAT the effective date of the contract be January 1, 1989; and
5. THAT the Region of Durham be requested to continue operating
the Darlington Transfer Station; and

6. THAT a copy of this report be forwarded to Mr. Wilf Goldlust,
Browning Ferris Industries, P.O. Box 2398, Oshawa, L1H 7V6,
and to the Commissioner of Works, Region of Durham, Box 623, 105
Consumers Drive, Whitby, L1N 6A3.

REPORT
1.0 BACKGROUND
1.1 At the regular meeting of the General Purpose and Administration
Committee held on Monday December 7, 1987 the following resolution
GPA-968-87 was passed:
"THAT staff investigate and report back on the possibility
of tendering the refuse collection for the whole municipality."
1.2 At the regular meeting of the General Purpose and Administration
Committee held on Monday March 7, 1988 the following 2 resolutions
were passed:
Resolution #GPA-123-88
"THAT the delegation of Mr. & Mrs. Earl Strong be acknowledged;
AND that the Strongs be invited to meet with the Director
of Public Works to review the problem;
AND that the Director of Public Works prepare a report for the
General Purpose and Administration Committee."
Resolution #GPA-153-88
"THAT staff look at the possibility of carrying out a fall
clean up campaign as well and report to back to the General
Purpose and Administration Committee."
2.0 TENDERING FOR REFUSE COLLECTION FOR THE WHOLE MUNICIPALITY
2.1 At the present time refuse collection is carried out in the
Courtice community, Bowmanville, Newcastle Village, Orono and
Orono Estates by contract with B.E.I. The contracts with B.F.I.
expire on December 31, 1988.

2.2 The renewal of the contract could be done by negotiation or
by retendering. After a considerable amount of discussion
with the Treasury Department, it was concluded that it would
be in the Town's best interest to retender for the collection
of refuse, that the contract be for a six year period and that
the effective date of the contract be January 1, 1989.
2.3 In order to provide as much opportunity for competition, as
possible, it is recommended that the tender for the contract be
advertised in mid summer and awarded not later than the end of
September.
2.4 Several changes will be required in the tender form and the
Treasury Department and Public Works Department will work jointly
in preparing a revised tender form. The tender form will provide
for such items as Town wide collection, spring and fall clean up,
adjustment for inflationary increases, increases in tipping fees, etc.
2.5 At the present time garbage collection service is provided for
7,574 residential units and 245 commercial units. It is estimated
that the additional units for the balance of the Town will be
5,007 residential units and 472 commercial units.
3.0 TOWN WIDE COLLECTION FOR THE BALANCE OF 1988
3.1 It was hoped that arrangements could be made with B.F.I. to provide
Town wide collection commencing in July 1, 1988. However, in
discussions with B.F.I. , we were advised that they are not in
a position to provide the manpower and equipment required to do this
for a six month period when they have no assurance that they will
be successful in obtaining the new contract.
3.2 It is, therefore, recommended that the commencement date of the
new contract be January 1, 1989.

4.0 DARLINGTON TRANSFER STATION
4.1 In late 1987, the Region had proposed that the Darlington Transfer
Station be closed effective December 31, 1987. The operation of
the Darlington Transfer Station was extended to ,Tune 30, 1988 at
the request of the Town to enable the Town to look at various options
for providing garbage disposal service in the Town.
4.2 At the present time, residents have the option of taking residential
garbage to the Darlington Transfer Station, the Cartwright Transfer
Station, The Scugog Landfill Site, the Oshawa Transfer Station
Ormiston Road Oshawa and the Laidlaw Landfill Site. The locations
of these sites are shown on Attachment A and the hours of operation
of the various facilities are as shown below:
Oshawa Transfer Station: 8:00 a.m. - 4:30 p.m., Monday to Friday
Blackstock Tranfer Station: 8:00 a.m. - 4:30 p.m., Monday , Thursday
Friday & Saturday
8:30 a.m. - 8:00 p.m., Tuesday
Darlington Landfill Station: 8:30 a.m. - 4:30 p.m., Monday to Friday
9:00 a.m. - 12:00 noon Saturday
Scugog Landfill Site: 8:30 a.m. - 4:30 p.m. Monday to Friday
8:00 a.m. - 12:00 noon Saturday
The distance from the intersection of Regional Road #4 and
Regional Road #14 to the following waste disposal sites are:
1. Scugog Landfill Site - 32.5 km
2. Cartwright Tranfer Station - 20.5 km
3. Darlington Transfer Station - 10.5 km
4. Oshawa Transfer Station -- 14.5 km
5. Laidlaw Landfill Site - 18.5 km

4.3 The cost of supervision of the transfer stations is paid by the
Region which means that the taxpayers in the Town of Newcastle share
in the cost of the supervision for all transfer stations. However,
the tipping fees for the garbage collected at the transfer stations
is paid by the municipality where the transfer station is located.
4.4 Although the Region had advised that all residents in the Region
have access to the transfer stations, concern has been expressed
by Scugog and Oshawa that they are paying the tipping fees for
garbage disposed of at the transfer stations by residents from other
municipalities.
4.5 If the Darlington Transfer Station is closed, residents of the Town
of Newcastle will have a considerable distance to go to the remaining
3 transfer stations.
4.6 For the above reasons, it is recommended that the the Region continue
to operate the Darlington Transfer Station.
5.0 SERVICE PROVIDED TO RESIDENTS IN THE RURAL AREAS

5.1 Until recently, garbage collection service has been provided, by
private contract, to about 1,000 residents in the rural area of
the Town.
Earl Strong, who provided service for about 120 residents, has
discontinued the service. B.F.I. have advised, that by agreement
with Earl Strong, B.F.I. will be contacting his customers and
offering them garbage collection for $16.25/month.

6.0 FALL CLEAN-UP
6.1 The spring clean-up resulted in an unusually high amount of garbage
collected by B.F.I.
The cost to the Town, for a fall clean-up will be obtained from
B.F.I. after the impact of the spring clean-up has been determined
and a further report will be submitted to the General Purpose and
Administration Committee.
