HomeMy WebLinkAboutWD-35-88 Addendum , � " w �• TOWN OF NEWCASTLE REPORT File # � / � t n i � Res. # By Law # GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING NESTING: JUNE 6 1988 DATE: ADDENDUM TO REPORT #: WD-35-88 FILE #: SUBJECT: TOWN WIDE GARBAGE COLLECTION RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Addendum to Report WD-35-88 be received; 2. That recommendations 2, 3 and 4 of Report WD-35-88 be lifted from the table; and 3. That the appropriate direction be given to staff. REPORT; 1.0 BACKGROUND 1.1 On May 16th 1988, the General Purpose and Administration Committee received Report WD-35-88 regarding Town wide garbage collection, the contents of which are self explanatory. 1.2 In addition, the Committee directed that the Town meet with representatives from our present refuse collection contractor at an informal meeting in order to review circumstances related to the past year's collection of refuse for the Town. ADDENDUM TO WD-35-88 PAGE 2 (11 1.3 A meeting took place with the contractor, members of Council and appropriate staff on Tuesday, May 24th 1988. 2.0 DISCUSSIONS WITH CONTRACTOR 2.1 At the above referenced meeting, the contractor indicated that the company had made every effort to provide an excellent level of service for the Town. The consensus of those in attendance at the meeting was that the service provided by the present contractor has been very satisfactory. 2.2 In addition, it was pointed out by the contractor that once the various existing contracts were awarded for different collection areas across the Town, it had taken several months for the company to become familiar with the routes and to solve various associated operational problems. 2.3 In this regard, some discussion took place regarding a situation whereby, when and if, the Town hired a new contractor for the collection of refuse, several months would be required during which the level of service would be less than that presently enjoyed by the Town and that a certain adjustment period would be necessary during which similar past problems would probably be experienced again. 3.0 SUMMARY 3.1 On the basis of the additional discussions that have taken place regarding Town wide refuse collection and the various input from the existing contractor, the General Purpose and Administration Committee may wish to consider an approach whereby the contract for such collection and disposal of refuse is negotiated with the existing contractor. 3.2 In order to expedite the related process and ensure that a continuation of the excellent level of service being provided to the Town is maintained, the Committee may wish to consider the following course of action: That recommendations 2, 3 and 4 of Report WD-35-88 be lifted from the table and replaced with the following: (i) That staff be instructed to renegotiate a contract for a minimum of five years, effective January 1 1989, with the Town's existing contractor for the collection ADDENDUM TO WD-35-88 PAGE 3 That the negotiations be based on obtaining a uniform rate for each of the residential and commercial sections of the Town; (iii) That Section 5.06 of the Town's Purchasing By-Law be waived in order to permit the implementation of Recommendation (i) ; (iv) That staff report to the General Purpose and Administration Committee with recommendations related to the above process; and (v) That a copy of the addendum to Report WD-35-88 be forwarded to the Town's existing refuse contractor. 3.3 The alternative approach suggested in Section 3.2 would be a good initial approach in order to deal with the Town wide refuse collection issue for a longer term basis.
