THAT this report be received; and 2. THAT By-Law 86-112, being a by-law to establish a street name map and a street name inventory in the Town of Newcastle be ammended to; a) Change the name of the road between Lots 2 & 3, Concessions 6 & 7, former Township of Clarke from Carruthers Road to Soper Road; and b) Change the name of the road between Lots 30 & 31, Concession 3, former Township of Clarke from Ochonski Road to Lockhart Road; and c) Change the name of the road between Lots 30 & 31, Concession 4, former Township of Clarke from Ochonski Road to Squair Road; and d) Change the name of the road between Lots 4 & 5, Concession 5 & 6, former Township of Clarke from Langstaff Road to Shiloh Road; and e) Change the name of the road between Lots 6 & 7, Concession 7 & 8, former Township of Clarke from Stafford Road to Mercer Road; and f) Change the name of the road between Lot 33, Concession 1, former Township of Darlington from Oakes Road to Oke Road; and . . .2 i PAGE 2 !, REPORT NO. WD-32-88 I i 3. THAT the Clerk be instructed to prepare the necessary By-Law for consideration by Council at the next Council meeting; and 4. THAT a copy of this report be forwarded to Mrs. Helen MacDonald, R.R. #1, Newtonville, LOA 1JO, Mrs. Helen Schmid, General Delivery, Orono, LOB 1MO, to Mrs. Ray Martinell, R.R.#l, Newtonville, LOA 1JO and to Mr. Wesley Oke, R.R. #2, Bowmanville, L1C 3K3; and 5. THAT the above noted residents be advised of Council's decision. REPORT 1.0 BACKGROUND 1.1 At its regular meeting held Monday, October 26, 1987 Council passed. Resolution #C-843-87: "THAT the petition and presentation of Helen MacDonald be received, acknowledged and referred to staff for review and subsequent report to the General Purpose and Administration Committee; AND FURTHER THAT Helen MacDonald be advised of Council's actions" 1.2 At its regular meeting held on Monday January 25, 1988, Council passed Resolution #C-66-88: "THAT the presentation of Helen Schmid and the signed petition be referred to the Director of Public Works for review and subsequent report to the General Purpose and Administration Committee." 1.3 In March, 1988 a phone call was received from Mr. Wesley Oke advising that the road located in Lot 33, Concession 1, former Township of Darlington was to be called oke Road, not Oakes Road as shown on the Town's street name map. . . .3 i PAGE 3 REPORT No. WD-32-88 I I 1.4 At the regular meeting of Council held on Monday, July 27, 1987, Council passed resolution #C-679-87: "THAT' the Road Sign Map be amended to remove the name 'Hale Road' in the former Township of Clarke and replace it with the name 'Stapleton Road' " . 1.5 On Tuesday, May 3, 1988 a meeting was held with Mrs. Helen MacDonald, Mrs. Helen Schmid and Mrs. Wilma Martinell to discuss their requests for street name changes. At this meeting Mrs. Martinell provided a copy of a letter which she sent to the Town in 1987 requesting that the name Road be of Langstaff R changed to Shiloh Road.g g 2.0 REVIEW AND DISCUSSION 2.1 Request To Change The Name Of Carruthers Road To Soper Road 2.1.1 Attachment 1 is a letter dated October 26, 1987 from Helen MacDonald which gives the reasons for the request for the change in the name of Carruthers Road. The reasons can be summarized as follows: 1. For over a century, since the year 1844, the Soper family owned 600 of the 800 acres of land adjoining Carruthers Road. 2. The road has been known as Soper Road by area residents. 2.2 Request To Change The Name Of Ochonski Road in Concession 3 to Lockhart Road And In Concession 4 To Squair Road 2.2.1 Attachment 2 is a letter from Helen Schmidt giving her reasons for the road name changes. The reasons can be summarized as follows: 1. The names Lockhart and Squair are historically significant. 2. The road has been known by these names for many years. . . .4 i PAGE 4 REPORT NO. WD-32°88 II 2.3 Request To Change The Name Of Langstaff Road in Concession 5 & 6, Former Township of Clarke to Shiloh Road 2.3.1 Attachment 3 is a letter from Wilma Martinell giving her reasons for the request to change the name of Langstaff Road in Concession 5 & 6, former Township of Clarke. The reasons can be summarized as follows: 1. The Shiloh Church, which is located at the intersection of Concession Road 5 and Langstaff Road has served the community for 125 years. 2. At the present time the Shiloh Church is used for road directions by the families living near the church. 2.4 Request To Change The Name Of Stafford Road To Mercer Road 2.4.1 Attachment 4 is a letter from Wilma Martinell giving her reasons for the request to change the neame of Stafford road to Mercer Road. The reasons can be summarized as follows: 1. The name Stafford is incorrect. it should be Spafford. 2. The name Mercer has historical significance. The Mercer Homestead was located in Lot 6, Concession 7 and Cecil Mercer was elected M.P. for the area in the late 1930's or 19401s. 2.5 Request To Change The Name Of Oakes Road To Oke Road 2.5.1 This request was made by Mr. Oke by telephone. THe Town's Street Name Map has the road named Oakes Road and the street name sign was installed accordingly. 2.5.2 The intent was that the street be named Oke Road and it appears that the street was named Oakes Road by mistake. . . .5 PAGE 5 REPORT NO. WD-32-88 3.0 CONCLUSIONS AND RECOMMENDATIONS 3.1 The reasons for the street name changes requested in the former Township of Clarke can be summarized as being a desire of the local residents to name the roads after families which have been part of the area for many years and to recoginize road names which are commonly used by the area residents. For these reasons, it is recommended that the road names be changed in accordance with the requests. 3.2 The road name change from Oakes Road to Oke Road is to correct what appears to have been an error. The Soners were some of our Toc,,-n' s earliest settlers , hpving been Loyalists . According to the records at the Land Titles Office , no "Carruthers" has ever oy-ned nronert�. along the road. Furthermore , havin=g cons_-lted with local historians, Helen Schmid snd Sid Rutherford , and their book "Out of the :.:ists" , the nerve is not historically significant in Clarke Tow shin; whereas, the name Soner is. The road has been known by area residents as Soner Hoad, and. at one time, the largest -portion, south of Conc . road A, was indeed officially known as Soper Road, as I have seer_ on an older Town man which cape from the FlanninE Offices in Hampton. MAYOR, COUNCILLORS: I have two reasons for_ being here this evening, the first one concerns a street in Orono. while I was away for a month in 1986 the street in question was named North Station Street. I have no objection to this name but would like to point out that the street had been named for the past 10 years. when my book OUT OF THE MISTS was in preparation it was felt necessary to give this street a name. Therefore, it became Glanville Street after a man who had a livestock feed business here for 38 years. If school children use the map in my book some confusion may result! Perhaps I should tell you the circumstance which broughtme here this evening. On my way to Bowmanville one day I travelled east of Orono to the road known as Ochonski road and turned south to the 5th concession. There I followed the MOW south from the 5th to the 4th concession. On turning I noticed the sign OCHONSKI Road and just could 60believe my eyes. This prompted me to take the sideroad known as LOCKHART ROAD, from the 4th to the 3rd concession. There, too, was a sign with the name OCHONSKI Road on it. It was unbelieveable. Back in Nov. of 1979 Mr. Dunham,Director of Public Works place) a notice in the local papers about naming the roads and streets-:and asked for any comments. I did spend many hours preparing material for submission, correcting spelling errors, and suggesting that we name our roads for our original or early settlers. Many roads in Clarke now are named for these early settlers I am pleased to say. The first map I received regarding the three roads from Taunton to Concession 3 contained the names Ochonski, Laing and Lockhart. The second map showed Ochonski, Squair and Lockhart, as it should be in my opinion. Later all three became LESKARD ROAD, which makes more sense thahOCHONSKI as it is now. If the geital-rule was to name our roads after early settlers how did the name Ochonski get on all three sideroads? It seems it would be mores appropriate to use the names of the settlers who contributed to the community. WHAT RIGHT DO THE PEOPLE AT HAMPTON HAVE TO REPLACE A NAME wHICHIAS BEEN IN THE COMMUNITY FOR OVER A HUNDRED YEARS, THAT IS, LOCKHART RD. ! Some of the comments of the people were very interestingwhen I talked with them. One lady said she called a plumber in Orono and said she lived on Lockhart Road but it had a new name she could not pronounce. He knew where Lockhart Road was located of course. Everybody does! Other people said they not on Iy could not pronounce Ochonski but could not spell it, May asked, who is Ochonski -:anyway?­- -' c- h readn articl� in May of 1985 whereby Councillor Hamre requested that the name Ochonski not be eliminated from the one road east of Orono when it might have become Leskard Road. I This road allowance on Lot No. 6, Concession 7 is the site of the Mercer Homestead, and was the birth place of Cecil Mercer who was elected as M.P. for the area in the late 1930's or 1940's. A brother, Roy Mercer retained the family farm until retiring in 1966. William Mercer, another brother, started a trucking business, transporting farmer's livestock to the Toronto Stock Yards, and he also ran the General Store and Post Office in Kendal. Members of the Mercer family still reside in the village j of Kendal. i I believe we have an obligation to preserve the history of our area , and what better way to do it, than to name a road allowance after a family who contributed so much to the area.
