Report Subject: Reallocation of Funding to Support Bowmanville Avenue Widening and
Engineering Design Services for the Reconstruction of Queen Street,
Lambert Street and St. George Street to support the Bowmanville Hospital
Expansion
Recommendations:
1.That Report PDS-027-25, and any related delegations or communication items,
be received;
2.That Council approve the removal of the Hancock Road Box Culvert replacement
(project 50-329-25100) from the 2025 Capital Budget, in the amount of
$1,676,000, and reallocate the funding to cover the following priority projects:
i.Additional funds to address Clarington’s commitments to Durham Region
for the widening of Bowmanville Avenue in the amount of $830,000;
ii.Engineering services for the detailed design and tender preparation to
reconstruct Queen Street, Lambert Street, and St. George Street to
support the project timeline for the Bowmanville Hospital Expansion in the
amount of $400,000;
3. That the remaining $446,000 of the $1,676,000 be maintained for use as a
contingency for these two projects until they have been completed and final costs
have been determined; and
4.That all interested parties listed in Report PDS-027-25, be advised of Council’s
decision.

Report Overview
To request approval to remove the construction of the Hancock Road Box Culvert
replacement from the 2025 Capital Budget, given that the design stage is taking longer than
expected, and reallocating budget to fund an anticipated shortfall for the Municipality’s
commitment to Durham Region for the Bowmanville Avenue (Reg. Road 57) widening
project and to procure engineering design services for the Queen Street, Lambert Street,
and St. George Street reconstruction to support project timelines for the Bowmanville
Hospital Expansion.
1. Background
Bowmanville Avenue (Regional Road 57) Infrastructure Works
1.1 The Region of Durham (Region) is preparing to publish a tender for the reconstruction
of Bowmanville Avenue (Reg. Road 57) Widening – Baseline Road to South of King
Street West (Reg. Hwy. 2) with multi-year construction anticipated to commence in
2025.
1.2 In the interest of cost efficiency, several Clarington infrastructure items have been
included within the project’s scope that were previously approved through Clarington
annual capital budgets, including:
Removal and replacement of the existing pedestrian tunnel / underpass
connecting Rosalynne Avenue and Alonna Street
Installation of a multi-use path and various sidewalk connections / improvements
along and adjacent to the road corridor
Illumination improvements along the roadway and pedestrian pathways
1.3 The Region requires Clarington to provide confirmation of approved funding for cost
shared components prior to issuing award of the construction contract.
Queen Street / Lambert Street / St. George Street Reconstruction to Support the
Bowmanville Hospital Expansion
1.4 Staff have been coordinating with Lakeridge Health regarding required infrastructure
upgrades to support the Bowmanville Hospital Expansion timeline and have determined
an immediate need to complete detailed engineering design for the reconstruction of
municipal roads surrounding the Hospital Expansion site including Queen Street,
Lambert Street, and St. George Street.

1.5 Acceleration of the engineering design will support the Bowmanville Hospital Expansion
timeline and ensure that all connecting works including road geometry, access
movements, entrances and servicing are aligned.
2. Removal of Hancock Road Box Culvert Replacement from
2025 Capital Budget
2.1 In 2024, design for the Hancock Road Box Culvert replacement (50-329-25100) was
initiated.
2.2 In anticipation of the completion of design, construction budget was approved in the
2025 Capital Budget in the amount of $1,676,000 and was comprised of the following
funding:
$1,122,920 – Reserve Funds – Miscellaneous Capital
$553,080 – Development Charges – Roads & Related
2.3 The consultant that has been retained for the engineering design is unable to complete
the design until early 2026.
2.4 As such, given the priorities for the Bowmanville Avenue widening and the Hospital
Expansion site, Staff are recommending that the construction funding be reallocated to
those projects.
2.5 This project is standalone and is not tied to any other capital infrastructure initiatives,
whether municipal or development related, and can be deferred.
3. Bowmanville Avenue (Regional Road 57) – Budget Shortfall
3.1 Clarington previously approved $2,298,000 for this project, which is no longer sufficient
to cover updated costs forecasted by the Region.
3.2 The Region provided a pre-tender cost estimate for Clarington’s share of infrastructure
works in April 2025 and identified a budget shortfall of approximately $830,000. This
shortfall would require an additional $130,000 from Development Charge (DC) and
$700,000 from non-DC sources.
3.3 The projected shortfall can be attributed to the further advancement of design, work
scope increases, inflationary pressures since prior year budget approvals, and refined
cost sharing apportionments between Clarington and the Region. This project’s design
was initiated by the Region in 2019 and, due to the size and complexity of the project,
has taken considerable time and effort.

3.4 The cost of works accounts for full construction lifecycle costs including design,
construction, contract administration, inspection, material testing, and carries a 10.0%
construction contingency.
4. Accelerating Queen Street / Lambert Street / St. George
Street Road Improvements to Support the Bowmanville
Hospital Expansion
4.1 Through meetings between Clarington and Hospital Staff the need has been identified
to accelerate the design for the reconstruction and infrastructure upgrades of Queen
Street (Liberty Street to St. George Street), Lambert Street (King Street to Queen
Street), and St. George Street (King Street to Queen Street). These works would
include removal and replacement of the road base, intersection improvements,
urbanization of the roadways with curbs, sidewalk, and improved drainage infrastructure
/ storm sewers, and streetlighting. This project will mitigate potential delays with the
Bowmanville Hospital Expansion.
4.2 Based on Staff’s recent experience on similarly scoped projects it is estimated that the
cost for engineering design services for the reconstruction of Queen Street, Lambert
Street, and St. George Street would be $400,000. This assignment would include full
engineering design and tender preparation, coordination with external agencies
(Lakeridge Health, Region of Durham, etc.), utility coordination, permitting, etc.
4.3 The Region has also expressed interest in partnering on the project to cost share for the
replacement of the Region’s local sanitary sewer and watermain infrastructure within the
impacted project area due to their infrastructure having reached the end of its lifecycle.
5. Financial Considerations
5.1 Removal of the Hancock Road Box Culvert replacement from the 2025 Capital Budget
would make available $1,676,000 that provides sufficient funding to address the
$830,000 Bowmanville Avenue widening projected shortfall and $400,000 for
engineering design services to reconstruct Queen Street, Lambert Street, and St.
George Street. Total estimated cost of both projects is $1,230,000.
5.2 It is requested that the remaining $446,000 of the $1,676,000 be maintained as a
contingency until the two projects have been completed and final costs have been
determined. These remaining funds may be drawn upon in the event that actual costs
come in higher than estimated.
5.3 Once the two projects have been completed, any remaining funds would be returned to
source. The Hancock Road Box Culvert replacement project will be brought back

through a future capital budget request (forecasted for 2027) when the project is ready
for completion.
6. Strategic Plan
The projects identified in this Report align with the Clarington Strategic Plan Safe,
Diverse, Inclusive and Vibrant Community Objectives C.1.4 Proactively address traffic
management, walkability, livability, and connectivity and C.2.1 - Support efforts to
improve access to medical practitioners and health care services.
7. Climate Change
Not Applicable.
8. Concurrence
This report has been reviewed by the Deputy CAO / Treasurer – Finance and
Technology Department who concurs with the recommendations.
9. Conclusion
It is respectfully recommended that Council approve the removal of the Hancock Road
Box Culvert replacement from the 2025 Capital Budget and that the funding be
reallocated to cover Clarington’s immediate infrastructure priorities for the Bowmanville
Avenue (Reg. Road 57) widening project and Queen Street, Lambert, Street, and St.
George Street reconstruction engineering design in support of the Bowmanville Hospital
expansion.
