RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committtee recommend to Council the following:
I
1. THAT Report WD-31-88 be received; and,
2. THAT a By-law be passed to dedicate Part 8 of Plan 1OR-2526
as public road allowance and that the Mayor and Clerk be authorized
to execute the said by-law; and,

3. THAT Mr. K. Jones reimburse the Town for the registration of
the 0.3 metre reserve, as public road allowance.

4. THAT a copy of this report be forwarded to Keith & Chris Jones,
77 Townline Road South, Oshawa, Ontario, L1K 1A9,

1.0 BACKGROUND
I
1.1 Attached is a copy of a letter from Keith D. Jones and Chris B. Jones
requesting permission for access onto Kingswood Drive, (Attachment 1)

1.2 Kingswood Drive is located east of Townline Road South and is
shown on Attachment 2.
1.3 In Keith Jones letter (Attachment 1) , he expressed concerns regarding
the safety of his existing access onto Townline Road South and
requested permission for an access onto Kingswood Drive.
1.4 The frontage of Keith Jones property is protected by a 0.3 metre
reserve, described as Part 8 of Plan 10R-2526. (Attachment 3)
1.5 The purpose of this reserve is to control access onto Kingswood Drive.
1.6 We have reviewed Mr. Jone's request for access onto Kingswood Drive
and find that granting this access would improve the intersection
safety of Kingswood Drive and Townline Road South.
1.7 Mr. Jones was advised that we had no objection to his request subject
to conditions outlined in our correspondence of Novemeber 9, 1987.

1.8 In order to facilitate Mr. Jones request, the 0.3 metre reserve
Part 8 of Plan 10R-2526 must be removed and dedicated as public
road allowance.
1.9 In a letter dated February 17, 1988 (Attachment5) Keith Jones
advised us that he would like to proceed with the construction of
an access onto Kingswood Drive and requested that the 0.3 metre
reserve Part 8 of Plan 10R-2526 (Attachment 3) be removed.
1.10 The purpose of removing the 0.3 metre reserve is to permit clear
and unobstructed access to Kingswood Drive.

2.0 RECOMMENDATION
2.1 We have reviewed this matter and find we have no objection to this
request, provided that Mr. Keith Jones complies with our conditions
stipulated in our correspondence of November 9, 1987. (Attachment 4)
2.2 it is, therefore, recommended that the 0.3 metre reserve on
Kingswood Drive be dedicated as public road allowance and that
the appropriate By-Law be passed by Council.

The purpose of this letter is to request the permission of the
Town of Newcastle for vehicular access to our property from Kingswood
Drive in addition to the existing entrance from Townline road south. The I!
reasons for this request are as follows : --
Since moving to the above address in June of this year, we have '
become increasingly aware of potentially dangerous traffic situations
created by the proximity of our driveway in relation to the intersection
Olive Ave/Kingswood Drive and Townline Road south in conjunction with !
e high volume of traffic at this location . -
Our driveway is approximately 25 feet north of this cross street on
the East side. This creates problems both on entering and leaving our
home: -
Entering we have two approaches : -
1 Drive south on Townline and turn left into our driveway.
This results in us signalling a left turn, which following
traffic interpets as a turn left onto Kingswood, with the result that we
have had several close calls with traffic nearly ' rear-ending' us as we
turn 30 feet earlier than the following driver had anticipated .

This immediate right turn has caught many drivers unprepared,
resulting in many more ' close-calls ' .

driveway in order to be able to exit in a forward direction . This we

This in effect gave us the best of both worlds : -
we Wo longer were making turns into our driveway that following
drivers did not expect .
- the additional distance down Kingswood together with the much lower
traffic volume ( I estimate less than 5% of the Olive/Townline
traffic) made the turn into the new location much safer.
- our subsequent exit onto Townline was in the forward direction with
attendant improvements in visibility and elimination of a change of
direction once in the road. 1
Unfortunately, the installation of curbs along Kingswood drive a few /.
weeks ago has eliminated this option for us and we are now back to
square 1 - entering and leaving our property from Townline road only.

In addition , our 10 year old son is bussed to and from Courtice school .
e school bus driver had been stopping
:k him up, but considered this dangerous , as drivers were hnot expecting
a pick up so close to a Stop sign at the corner of Kingswood Drive.
After some discussion , our solution to this situation has been to have
the bus stop on Kinsgwood Dr. , just to the south of our house.
Therefore, as mentioned at the beginning of this letter, we wish to
request the permission of the Town of Newcastle for additional vehicular
access to our property from
mentioned Kingswood Drive at the location previously
(ie. approx 60 feet from Townline road in line with the front
wall of our house) .
This would reinstate the benefits we were enjoying of the reduced
exposure to collision and would also provide an alternate stopping
.Location for the sr_hool bus .

We feel that the substantial improvement in safety and reduction in ,
ential accident situations fully justifies this request .

DRIVEWAY ACCESS ONTO KINGSWOOD DRIVE
Please be advised that we have reviewed your request for access
onto Kingswood Drive and find that in principle we have no
objection to your proposal , subject to the following
conditions:
1 . that the homeowner bear the cost associated with the lifting
of the 0.3 metre reserve (part 8 of 1OR-2526, attached)
across the frontage to Kingswood Drive, and the construction
of the proposed access. (curb cut, gravel etc.)
2. that the actual location of the access to Kingswood Drive
would be to the satisfaction of the Director of Public
Works.
3. that the homeowner make formal application for access to the
Public Works Department (Hampton) in accordance with the
Town' s Entranceway Policy.
