Re: Support for Community Care Durham’s Vision for Implementing the OneConnect
Program in Durham Region
Please be advised that at its meeting held on March 24, 2025, the Council of the Town
of Whitby adopted the following as Resolution # 47-25:
Whereas the Town of Whitby and Region of Durham are facing a rapidly aging
population, with complex health and wellness needs;
And Whereas caregivers, faced with the inordinate challenge of securing,
coordinating and overseeing the care of their loved ones from a multitude of
providers, are experiencing burnout and increasing sense of hopelessness;
And Whereas the vast majority of Ontarians want to age in place in their own
home and community, but are challenged finding the supports to do so;
And Whereas while Town of Whitby and Region of Durham residents wish to age
in place, a lack of resources is pressing residents to institutional care, such as
hospitals and long-term care. In the next 10 years, the demand for long-term
care in the Region is projected to increase by 38%. In the Region, the median
number of days people waiting to move into a long-term care home was 260
days – 30% higher than the provincial median;
And Whereas Community Care Durham has been a long-standing and trusted
non-profit health and social services provider in Whitby, offering a vast array of
services such as Assisted Living, Transportation, Day Programs, Meal and Food
Security, Mental Wellness supports, and other services;
And Whereas Community Care Durham is seeking Provincial and Regional
support to implement a new program – OneConnect – that is modeled after the
U.S.A.’s Program of All-Inclusive Care for the Elderly (PACE). This program
coordinates comprehensive health and wellness services around vulnerable

clients (e.g., those awaiting placement in long-term care) living in the community
in order to help them and their caregivers live optimally at home, in the
community;
And Whereas other Ontario municipalities are looking to support the adoption of
PACE-like models, including municipalities in the Region (Ajax, Scugog,
Pickering);
And Whereas implementation of Community Care Durham’s OneConnect
program in Whitby would benefit residents, while alleviating demands on local
hospitals and related healthcare institutions;
And Whereas Goal 9 of the Age-Friendly Whitby Action Plan adopted in 2017 is
to ensure that Seniors have access to supports in order to help them maintain
their homes and age in place;
And Whereas Community Care Durham is publicly funded by the Ministry of
Health and Long-Term Care through Ontario Health – East Region, and requires
new funding to implement OneConnect.
Now therefore, be it resolved:
1. That Whitby Council supports Community Care Durham’s vision for
implementing OneConnect in Whitby and the Region of Durham;
2. That Whitby Council encourages the Government of Ontario to provide the
necessary funding to Community Care Durham to implement, evaluate
and scale OneConnect to meet the growing needs of the Region of
Durham;
3. That Town of Whitby Staff continue to assist the Region of Durham and
Community Care Durham in future site-planning for expanded Day
Program services, and identification of Whitby neighbourhoods where
there are a high proportion of at risk adults that could benefit from this
comprehensive model; and,
4. That a copy of this motion be sent to the Honourable Sylvia Jones,
Minister of Health, Lorne Coe, MPP for Whitby, the Honourable Natalia
Kusendova-Bashta, Minister of Long-Term Care, John Henry, Regional

Re: Removal of Tolls on Highway 407 East
Dear Premier Ford & Minister Sarkaria,
Please be advised that at its meeting held on March 24, 2025, the Council of the Town of Whitby
adopted the following as Resolution # 61-25:
Whereas Highway 407 East from Brock Road (Regional Road 1) in Pickering to Highway
35/115 in Clarington is provincially owned with tolls levied and set by the province; and,
Whereas Regional construction work to widen Winchester Road (Regional Road 3) from
Anderson Street to Baldwin Street (Regional Highway 12) in Whitby has necessitated
reducing Winchester Road to one lane of traffic in one direction over two construction seasons
impacting travel times for residents and businesses; and,
Whereas at a media appearance on October 25, 2024 Premier Ford indicated that he had
requested that the Minister of Transportation review reducing or eliminating tolls on the
provincially-owned portion of the highway, being Highway 407 East; and,
Whereas the Progressive Conservative Party of Ontario was re-elected on February 27, 2025,
receiving a strong mandate for their 2025 Protect Ontario Plan which indicates that the
Provincial government will remove all tolls on Highway 407 East; and,
Whereas Highway 407 East is the only tolled provincially owned highway in Ontario, resulting
in unfair economic impacts to Durham Region residents and businesses; and,

Whereas Winchester Road from Anderson Street to Baldwin Street will be once again reduced
to one lane of traffic in one direction beginning in April 2025; and,
Whereas the Council of the Town of Whitby has previously advocated for the removal of tolls
on Highway 407 East through Council Resolution # 60-24 adopted at the March 18, 2024
Regular Council Meeting and through Council Resolution # 236-24 adopted at the December
16, 2024 Regular Council Meeting in order to boost economic development, improve travel
times, and alleviate traffic impacts in Durham Region.
Now therefore be it resolved:
1. That the Council of the Town of Whitby hereby requests that the Provincial
government expedite the removal of all tolls on the entirety of Highway 407 East, in
accordance with the 2025 Protect Ontario Plan, starting April of 2025 to align with the
resumption of construction that will reduce traffic capacity on Winchester Road; and,
2. That the Mayor be requested on behalf of Council, to author a letter including this
motion to the Premier of Ontario, the Minister of Transportation, all Durham Region
MPPs, all Durham municipalities, the City of Kawartha Lakes, the Township of Cavan
Monaghan, the City of Peterborough, the Ontario Trucking Association, and the
Ontario Federation of Agriculture.

a) Will – provided review of Financial Report. Will and Brad have been
working with the bookkeeper to keep the financial report up to date. The
end of month balance is. $3232.86. The Municipality Levy has been
granted and $6500 will be deposited into the bank account. They have
purchased an online QuickBooks for transparency purposes and the cost
is $19.50/month. They are currently sourcing an email address that can be
used for contacting the DBIA and will be monitored by the executives.

o Funding streams for Small Business Marketing Support, Out-of-region
Marketing Support, Route Development and Destination Development.
o Lisa and Kristyn presented the opportunities and support they can
provide to the D.B.I.A. They would like to be involved in all Orono
D.B.I.A event information and kept informed of any upcoming events
that will be held throughout the year. There is a significant opportunity
in helping with social media promotion, including photo opportunities
with influencers specifically dedicated to promoting rural tourism. The
organization is provincially funded to help businesses with the visitor
economy - tourist specific from 40K away or more. They can offer
marketing support, content suggestions and update their websites with
current D.BI.A events. D.B.I.A members are strongly encouraged to
register to be a member for their business and upload current events to
be socialized on their various platforms and websites. It will be added
to the event calendar and it will filter up to each associated website to
be promoted.
o Specific data sets and tools are offered to help businesses to
understand the foot traffic into their businesses, which can aid with
conversion and yield on tourists visiting Orono. Specifically a rural
route development tool is in the works.
o Part of this initiative is Partnership support. They are provided with
provincial funding to fund different initiatives for local businesses, and
a portion is allocated for businesses to attract tourism. This support
would cover up to 50% of the total cost of the campaign up to $2,000.
o Lisa and Kristyn to provide the reach of Central Counties Tourism and
Region of Durham Tourism reach data to D.B.IA at a later date.
- Alison Dee - Orono Library
o Library Card Discount Program: The Orono Library is working on a
program for its library card holders. Show your library card and receive
a discount at participating businesses. Note: Businesses who choose
to participate in this program will decide what discount will be provided
to customers
- Chris Austin - Revival Music and Entertainment – presenting information
regarding the upcoming event at the Orono Arena on May 31st
o Orono swag will be sold during the event

o The festival has been running for 4 years and is supported by the
Lyons club who is also conducting a 50/50 raffle at the festival. The
Orono Agricultural Society will be running the bar. The Country path
has volunteered to support and help to promote local farms. Chris will
post a new advertisement for the festival including all their sponsors
closer to the festival. Ticket sales are currently at approximately 200
sold, anticipating 400 tickets to be sold.
- Laura Knox – Invest Clarington
o The Patio Permit project is now open- this project supports licensing all
seasonal patios for local businesses. The Orono sign is still in the
works- Gavin still has it. Invest Clarington is awaiting obtaining the sign
to conduct an assessment of logistical usage of the sign. The team
needs to come out to assess sizing and installation as well as
contacting neighbours to ensure the Orono Library is a good fit for
placement.
- Rhonda Armour – CBOT
o CBOT is supporting businesses and residents displaced by the downtown
Bowmanville fire. They are accepting monetary donations from businesses to
businesses directly impacted by the fire. A formal process has now been put
in place and businesses can send money via donations@cbot.ca. More
information can be found on their website and social media until April 16. The
funds will be distributed evenly to the 10 businesses impacted. Additionally,
CBOT is collecting gift cards on behalf of the Salvation Army for the residents
that have been displaced. Monetary donations can also be made to the
Salvation Army. COBT is aiding with finding new locations for the businesses
who were impacted by the fire. All businesses reopened today for the first
time since the fire.
7. Follow Up Business - DBIA downtown
Follow Up: Chad- Media Support. Chad distributed the quotes on the different media
support available at the meeting. D.B.I.A to re -group on the approach due to tourism
support now available to the D.B.I.A.
8. New Business Arising out of Minutes:
Follow Up : Brad – Monthly Mayor Meeting with DBIA chairs
- The executive has tabled a new “Shop Local and Win” campaign by Brad and
Chad who attended the monthly meeting with the Mayor. There is an opportunity
to work with other D.B.I.A’s to support this initiative. An additional meeting with
another D.B.I.A has been scheduled for next Friday March 28 to discuss the
promotion of the campaign and operational logistics of determining the winners of
the campaign. Rhonda has advised to lean on CBOT for support.

Note: The executive is asking D.B.I.A members to support the Orono Swag
Initiative by purchasing swag for resale in each D.B.I.A members respective
store. The funds raised will support future D.B.I.A initiatives and events
Follow Up: Brad/Chad/Allison – Events
- Orono Fest idea – due to the growing number of events in 2025 - there will be a
possible delay of this initiative to 2026.
- Easter in the Park – The Easter Egg hunt will take place at the Orono Library on
April 26.
- Historical Walking Tour - A historic walking tour of Orono will take place at the
Orono Library on May 29.
- Antique Festival – Allistar has requested support with permitting the event
- Christmas parade - date is still TBD.
- Follow Up: Pending schedule meeting with events committee

A. Evans responded to questions from the Committee regarding the location
of the organics processing and biogas facility; whether there will be a multi-
residential program in the Region of Durham (excluding the Town of Whitby
and the City of Oshawa); where the excess waste goes once the limit has
been reached at the DYEC; whether tipping fees for waste disposal have
increased; and whether the DYEC has seen an increase in plastics that
cannot be recycled since the introduction of the Extended Producer
Responsibility (EPR) program.

A) EFW-WMAC Work Plan (2025-2026)
Discussion ensued regarding how the multi-residential units can be targeted
with respect to ensuring that residents are sorting the waste and recycling
materials correctly; how to ensure that all residents in the Region are
receiving any communication items sent out by Regional staff; and how
subscribers to the various waste apps can be increased.

A) Update by Lipika Saha, Manager, Waste Services, the Regional Municipality of
Durham, regarding 2025 Community and Outreach Activities
L. Saha highlighted a number of special events occurring in the Region of
Durham for 2025 including the Compost Giveaway Days occurring in April
and May, and the Environment Days occurring in April, August, September,
and October.
L. Saha advised that volunteers from the Committee would be encouraged at
any of these waste management events.
L. Saha responded to a question from the Committee regarding whether any
special events were being arranged for residents to drop off various textile
materials.
B) Tour of the Durham York Energy Centre (DYEC)
The Committee expressed their interest in touring the Durham York Energy
Centre (DYEC). Staff advised that a tour could be arranged for a future date.

The next regularly scheduled meeting of the EFW-WMAC will be held on
Thursday, May 27, 2025 in Council Chambers, at 7:00 PM, Regional
