Hi Melissa,
Thank you for the discussion about the Clarington Council resolution #C-156-24.
The Region wholeheartedly supports the intent of the motion; to ensure that residents who
do not have a place to call home are aware of, and have access to, the supports they need.
We took time looking into and discussing this resolution with various staff across the Region
and believe the use of a postcard, as a direct method of communication, is more effective
than a stationary sign.
The Durham Street Outreach Team has business cards and postcards that they give
directly to people in the hub locations, at winter warming locations and to people who are
living outside. These business cards and postcards direct people to the support they may
need or want to access.
We also reviewed the Outreach data from across the region. In brief, we found that the
Durham Street Outreach team had 16 interactions with 7 individuals in Newtonville who
have all now been referred to services. This compares to 552 interactions with people in
need of support across the Municipality of Clarington. To ensure widespread sharing of
information, the team met and distributed information to local businesses in Newtonville and
Newcastle, as well as dozens of local businesses across the Municipality.
We believe the use of the post card, as a direct method of raising awareness, is more
effective than a stationary sign because:
The cards can be delivered to the locations where people are congregating at any
given time, as these locations can change within the homeless population.
Outreach staff can answer questions about the services and build a relationship of
trust.
The card allows the Street Outreach Team to 'leave a message' with people who are

not yet ready to receive help or support.
People who move throughout the community can hold onto the cards rather than
having to refer back to one location.
In addition, the stationary sign may identify a location as a place where people experiencing
homelessness gather and can propagate stereotypes related to safety. We are all working
to dispel these myths. Homelessness is a housing status, and housing is a basic human
right.
We look forward to further discussion and working together to support our community.

RE: Motion to amend prior motion presented to Regional
Council on February 26, 2025, re: Banning the Nazi
Swastika in Canada, to remove references to "Swastika"
from the motion and replace them with “Nazi symbols of
hate”, Our File: C00
As a follow-up to our previous correspondence sent on February 28,
2025, please be advised that the Council of the Region of Durham, at
its meeting held on March 26, 2025, adopted the following
recommendations of the Finance & Administration Committee:
A) That subject to a 2/3rds majority vote, the resolution with respect
to Banning the Nazi Swastika in Canada, adopted at the
February 26, 2025 Regional Council meeting, be reconsidered;
and
B) That subject to Part A) being approved, that the resolution be
amended to replace all references to Nazi swastika(s) with the
words “Nazi symbols of hate”, and make any necessary
associated grammatical revisions.
For your reference, the resolution now reads as follows:
“Whereas in recent years, Nazi iconography has surfaced with
alarming frequency in the public sphere, used by an increasing
number of groups and individuals to promote hate and instill fear
within Canadian society; and

Whereas since the atrocities of WWII, the Nazi hakenkreuze, has
become universally synonymous with systematic violence, terror and
hate. Its growing presence in our country poses a threat to every
single Canadian citizen, undermining the core values of equality,
diversity, and inclusion that define our nation, and
Whereas eighteen countries have already taken action to ban these
symbols, it is imperative that Canada follow suit;
Therefore be it resolved, that Durham Region Council supports B’Nai
Brith’s call to the Government of Canada to pass legislation banning,
with exceptions for certain educational and artistic purposes, the
public display of Nazi symbols of hate and iconography, including the
Nazi hakenkreuze. Specifically, demanding that the Government of
Canada immediately:
1. Ban the Nazi hakenkreuze
2. Ban all Nazi symbols of hate and iconography
Durham Region Council agrees that the people of Canada are
counting on the federal government to ensure a future free from hate,
where every Canadian is protected, valued, and respected; and
That a copy of this motion is sent to all Canadian Municipalities.”

Watermain Construction
Liberty Street (Regional Road 14) between Pamela Court
and Sydel Court in the Municipality of Clarington

The Regional Municipality of Durham is constructing a new 400 millimetre diameter watermain and a
new 900 millimetre diameter feedermain on Liberty Street (Regional Road 14) from Pamela Court to
Sydel Court, in the Municipality of Clarington.
CONSTRUCTION SCHEDULE
The Region’s contractor, Summit Concrete and Drain, will be mobilizing Tuesday, April 22 and
commencing the week of April 28, 2025 on Liberty Street (Regional Road 14). The project is
anticipated to be complete by July 2025. Unfavourable weather conditions may influence the work
schedule.
ROAD CLOSURE
Liberty Street (Regional Road 14) will be closed between Pamela Court and Sydel Court, and lane
restrictions will be in place periodically south of Pamela Court and north of Sydel Court during
construction. A detour route with advanced notice signage will be established in advance of the work
taking place. Further information regarding road closures will be posted on
durham.ca/LibertyStreetWatermain when required.
Municipal construction projects include the use of vibratory equipment which may be noticeable inside
nearby homes. The Region realizes that the construction work will be disruptive and will make every
effort to complete the work as quickly and efficiently as possible.

Directors meeting to order at 4:00 p.m.

Land Acknowledgement
The Ganaraska Region Conservation Authority respectfully acknowledges that the land
on which we gather is situated within the traditional and treaty territory of the
Mississauga’s and Chippewa’s of the Anishinabek, known today as the Williams
Treaties First Nations. Our work on these lands acknowledges their resilience and their
longstanding contribution to the area. We are thankful for the opportunity to live, learn

Joan Stover asked a question with regards to the required members for quorum. Staff
explained that quorum has been 50% of the members on the committee. Clarification was
also asked with regards to voting privileges.
