1. Call to Order
Councillor Anderson called the meeting to order at 6:32 p.m.

Councillor Rang led the meeting in the Land Acknowledgement Statement.

10.1 Public Meeting for a Proposed Zoning By-law Amendment and Draft Plan of
Subdivision
Libby Racansky was present regarding the application. Using an electronic
presentation, Libby expressed concerns regarding the Nash Road extension,
wetlands, increased traffic, pests, and diseases. L. Racansky stated the road
extensions do not conform with municipal, regional, and provincial policy
statements.
Jim Derlatka was present in opposition to the application. Jim expressed
concerns about increased traffic congestion, pollution, and overwhelmed
emergency services. J. Derlatka stated that the development would result in
more noise, construction, and loss of green space and habitats. Jim also noted
that the development would increase the rat population on Nash Road. J.
Derlatka explained that he circulated a petition on social media, which received
around 100 signatures, and answered questions from Members of the
Committee.
Thorsten Koseck expressed frustration with the Ontario Land Tribunal process.
Thorsten raised concerns about traffic, the accuracy of studies, and the
development of isolated pockets without adequate infrastructure such as parks,
schools, and hospitals. T. Koseck emphasized that Bowmanville Avenue should
be extended to two lanes and urged the Committee to consider the bigger
picture, follow a comprehensive plan with accurate studies, and stop the isolated
developments. Thorsten answered questions from Members of Committee.
Mark Jacobs, The Biglieri Group, was present on behalf of the owner. Mark
provided an overview of the site, the planning policy, the Brookhill
Neighbourhood Secondary Plan, and the proposed development. M. Jacobs
displayed the conceptual streetscapes for the semi-detached, single -detached,
and street townhouses. Mark outlined the concept plans, proposed zoning
regulations, and additional supporting documents submitted. Mark answered
questions from Members of Committee.
10.1.1 PDS-003-25 - Applications for Zoning By-law Amendment and Draft Plan of
Subdivision to Permit 285 Residential Units at 2499 Nash Road, 2538 and
2494 Bowmanville Avenue in Bowmanville

That Staff receive and consider comments from the public and Council with
respect to the Draft Plan of Subdivision and Zoning By-law Amendment
applications submitted by Tribute Tercot Brookhill 2 Inc. and continue processing
the applications including the preparation of a subsequent recommendation
report; and
That all interested parties listed in Report PDS-003-25 and any delegations be
advised of Council's decision.

10.2 Public Meeting for a Proposed Zoning By-law Amendment and Draft Plan of
Subdivision
Libby Racansky was present to express concerns regarding traffic congestion,
speeding, and safety.
Jim Derlatka was present in opposition to the application. Jim voiced concerns
from a petition signed by those opposing the development due to issues such as
overpopulated schools, lack of infrastructure, lack of accessible and affordable
housing, increased crime, loss of wildlife and green space, safety concerns, an
overpopulated community, diminishing services, and property tax increases. J.
Derlatka questioned whether the traffic study would be redone and if it included
Green Road and answered questions from Members of the Committee.
Thorsten Koseck was present and questioned what Bowmanville Avenue will look
like in the future and whether more side streets will be created. Thorsten stated
that the park in the development is a mistake, as residents won't use it due to its
location and parking issues. T. Koseck expressed concerns regarding
transportation safety, the lack of bicycle lanes, and insufficient infrastructure.
Thorsten also questioned where the infrastructure for electric vehicles is.
