By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION MEETING DATE: APRIL 18, 1988 REPORT #: WD-26-88 FILE #: SUBJECT: URBAN VS RURAL ROAD CROSS SECTION FOR THE SERVICING OF THE SOUTH BOWMANVILLE INDUSTRIAL PARK RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT this report be received for information; REPORT 1.0 BACKGROUND 1.1 At the meeting of Council held on Monday, April 11, 1988 the following resolution was passed: THAT Staff Report PD-31-88 be forwarded for consideration to the Council Meeting of April 25, 1988; AND WHEREAS the said lands are being listed at current market value, that the Director of Planning, the Director of Public Works, and the Treasurer meet with the developers of the South Bowmanville Industrial Park to discuss the financing of services relating to draft conditions of subdivision approval and local road improvements and report back to the General Purpose and Administration Committee by April 18, 1988. . . .2 i II PAGE 2 REPORT WD-26-88 III 2.0 RESULTS OF THE MEETING i 2.1 On Monday, April 11, 1988 a meeting was held with representatives of the developers (Memphis Holdings) to discuss the issues raised in the above noted resolution. The following were present: Richard Sobottka - Senior Vice President, The Buchman Group of Companies Steven Frank - W. Frank Real Estate Limited Susan Rogers - Solicitor, Goodman & Carr Dennis Szechy - Inducon Elana Bridgeman - Inducon Walter Evans - Director of Public Works Terry Edwards - Director of Planning & Development John Blanchard - Treasurer 3.0 ITEMS DISCUSSED 3.1 Financing of the construction of the Road and Storm Sewers by means of the Local Improvement Act 3.1.1 After some discussion, Mr. Sobottka stated that financing the construction of the road and storm sewers by means of of the Local Improvement Act provides no benefit to them and they are not interested in pursuing the matter further. 3.2 Listing of All Costs 3.2.1 The Developers were asked if they would be willing to provide a "Pro Forma", that is, a summary at all costs related to the land to arrive at a "cost of serviced land" . . . .3 PAGE 3 REPORT WD-26-88 3.2.2 The answer was no, as much of the required information is private and confidential. 3.2.3 It was agreed that a summary of the "servicing costs" would be included in the report to reflect all of the known servicing costs. 3.2.4 Following is the summary, based on available information. COST/ACRE RURAL URBAN RURAL URBAN Roadwork $1,037,000 $1,413,000 $7,391 $10,071 Storm Sewers 0 938,000 0 6,686 Sub Total $1,037,000 $2,351,000 $7,391 $16,757 Sanitary Sewers, Watermains & Watercourse Improvments 2,649,000 2,649,000 18,881 18,881 Sub Total 3,686,000 5,000,000 26,272 35,638 External Roads 132,500 132,500 944 944 (Lake Road) $3,818,500 $5,132,500 $27,217 $36,582 Difference: $9,365 *Based on 140.3 net acres 3.3 Schedule for Construction of the Road 3.3.1 The Developer advised that the schedule for the construction of the road will be dependent upon the rate of sales of lots in the subdivision. . . .4 PAGE 4 REPORT WD-26-88 3.4 Market Value 3.4.1 The Developers confirmed that the land would be sold for market value. 3.5 Lot Levy 3.5.1 The possibility of the Town financing the difference in cost between the urban and rural cross-section by means of a lot levy payable at the time of sale of the land was discussed. This suggestion was not met with a positive response. 3.6 Letter from Developers 3.6.1 The Developers advised that they would be meeting as a group on Wednesday, April 13 and would respond to the above matters by letter. It was intended that this letter would be available by Thursday so that it could be included with this report. 3.6.2 The letter is not available at the time of writing this report.
