Intersection of Lambs Road and Concession Street East
in the Municipality of Clarington
Watermain Construction - Road Closure
Works Department June 6, 2024 Public Notice 3
The Regional Municipality of Durham is completing watermain construction on Lambs Road from King
Street East (Regional Highway 2) to Concession Street East. The work includes installation of a 900
millimetre diameter CPP watermain through the intersection of Lambs Road and Concession Street
East.
Construction Schedule
The Region's contractor, D'Orazio Infrastructure Group, has mobilized and will be continuing
installation of the watermains until April 2025. Unfavorable weather conditions may influence the work
schedule.
Road Closure
The intersection of Lambs Road and Concession Street East will be closed to through traffic from
June 10 to 14, 2024. A signed detour route will be in place.
Municipal construction projects include the use of equipment which may cause noticeable noise and
vibration for nearby residents and businesses. The Region realizes that the construction work will be
disruptive and will make every effort to complete the work as quickly and efficiently as possible.

Upcoming lane restrictions on Regional Highway 2
in Courtice
Whitby, Ontario — The Regional Municipality of Durham is advising residents of upcoming
lane restrictions on Regional Highway 2, in the Municipality of Clarington's community of
Courtice.
When: July 2 to July 12. Unfavourable weather conditions may influence the work schedule.
Where: Eastbound lane restrictions on Regional Highway 2 from 180 metres east of
Sandringham Drive to 250 metres east of Sandringham Drive, in Courtice.

Why: To safely install water and storm services to support new development.
The Region realizes that the construction work will be disruptive and will make every effort to
complete the work as quickly and efficiently as possible. Drivers are asked to exercise
caution for the safety of work crews.

WHEREAS, the Public Sector Accounting Board (PSAB) establishes accounting standards for
the public sector which must be followed by all Ontario municipalities; And
WHEREAS, the Municipal Act, 2001 section 294.1 states that a municipality shall, for each
fiscal year, prepare annual financial statements for the municipality in accordance with generally
accepted accounting principles for local governments as recommended, from time to time, by the
Public Sector Accounting Board of the Chartered Professional Accountants of Canada; And
WHEREAS, PS 3280 is a new accounting standard covering asset retirement obligations (ARO)
that was approved by PSAB in March 2018; And
WHEREAS, the standard must be applied by all public sector entities who prepare their
financial statements under PSAB, including all Canadian municipalities; And
WHEREAS, many small municipalities do not have accountants or engineers on staff to
complete the ARO obligations and this major accounting change will force small municipalities
to hire consultants to complete this work and cause a significant financial burden to
municipalities;
NOW THEREFORE BE IT RESOLVED THAT The Corporation of the Township of Larder
Lake hereby calls upon the province of Ontario to provide financial assistance to municipalities
to complete the ARO; And
FINALLY, THAT a copy of this resolution be forwarded to the Honourable Paul Calandra,
Minister of Municipal Affairs and Housing, the Association of Municipal Clerks and Treasurers
