Clarington Anti -Black Racism Task Force Special Meeting
Wednesday, December 4, 2024, 7:30 p.m. to 9:00 p.m.

2. Review and Approval of agenda

That the agenda for December 4', 2024, be accepted.

4. Review of draft Nov 6, 2024 meeting minutes

That the draft minutes from November 6, 2024, to include the overview of that discussion
that took place regarding offline conversations with quorum that could be seen as a
closed/illegal meeting.

That the CABRTF go into an ad hoc closed meeting to discuss lack of attendance of one of
the CABRTF members.

That CABRTF requests approval from CDAC at their January 2025 meeting to have J.
Adesanya removed from CABRTF due to missing 3 meetings in a row and was only present
for 1 out of the last 6 meetings.

5. Terms of Reference Review
The members shared that the goal of the requested revisions is to have the TOR better
clarify and reflect how CABRTF wants to provide support and resources to the Municipality.
Additionally, some members shared that they need better clarity on how DAC and the
subcommittee are working together as it relates to the work that CABRTF is doing and
wanting to do.
R DaSilva completed the requested revisions and tracked changes directly in the TOR
document. The TOR document with tracked changes will be shared with CDAC.
Conversation regarding member terms was brought forward by some of the members. P.
DaSilva shared that when the TOR were updated in April 2024, it included changes to
increase the number of CDAC representatives on the CABRTF from 2 to 3 seats. P. DaSilva
shared as the 3 positions all had different terms for CDAC and CABRTF which has made it a
bit more complicated to manage the terms.
Some members stated they believed that their terms were being grandfathered in so that
they did not expire until end of Council term.

That the end of the terms for some of the members be reviewed, including looking through
previous minutes for CDAC and CABRTF and any other information that was available and
captured in CDAC minutes that would confirm that members were promised that the terms
would coincide with the end of Council terms.

That the CABRTF move forward with asking CDAC to review and approve the requested
changes to CABRTF Terms of Reference at the January 2025 meeting.

Some Task Force members discussed the public statement that was issued by the
Municipality regarding the anti -black racist graffiti at the bus stop in Bowmanville. Some
members stated that it would have sent a more powerful message if the statement could
have come from both CDAC and CABRTF as opposed to CDAC issuing the statement on
behalf of the committee and the Task Forces.

That CABRTF is requesting that CDAC call a special meeting prior to January 2025 to
discuss the process used to issue a public statement by the Municipality which included a
quote from CDAC Chair on behalf CDAC and CABRTF about the anti -black racist graffiti at
the Bowmanville bus stop.
