That this report be received; and, B. AND THAT no further action be taken at this time to extend Baseline Road from Lambs Road to Bennett Road. . . .2 PAGE 2 REPORT NO. WD-10-88 REPORT: 1.0 BACKGROUND: Note 1 2.0 ATTACHMENTS: A. Plan showing location of Baseline Road from Lambs Road to Bennett Road. 3.0 REVIEW AND COMMENT: 3.1 Existing Conditions 3.1.1 Baseline Road from Liberty Street to Cemetery Road has recently been reconstructed to an urban cross-section with curb and gutter and storms sewers. 3.1.2 Baseline Road from Cemetery Road to Lambs Road is paved and has a rural cross-section with open ditches and culverts at entrances. 3.1.3 This section of Baseline Road is classed as "deficient" in the "now" time period in the 1987 Road Needs Study Update. 3.1.4 No provision has been made in the proposed 1988 Budget and Four Year Forecast for the reconstruction of this section of Baseline Road. . . .3 y l�! 0k PAGE 3 REPORT NO. WD-10-88 3.1.5 Baseline Road from Lambs Road to Bennett Road, a distance of approximately 830 metres, is unopened. The existing road allowance is 20.12 metres. 3.2 LAND USE 3.2.1 The land adjacent to unopened Baseline Road from Lambs Road to Bennett Road is designated "Permanent Agricultural Reserve" in the Region of Durham Official Plan. 3.2.2 The land adjacent to Baseline Road between Simpson Avenue and Lambs Road is designated Industrial/Commercial. There are several industrial/commercial buildings in this area. 3.3 Traffic 3.3.1 The 1984 traffic counts for Baseline Road/Lambs Road indicate an Annual Average Daily Traffic of 530 vehicles. . . .4 PAGE 4 REPORT NO. WD-10-88 3.4 Advantages and Disadvantages of Constructing Baseline Road From Lambs Road to Bennett Road: 3.4.1 The main advantages are: 1) A more convenient route for eastbound traffic from the industrial and local residential area to Highway 401. 2) Residents of the Wilmot Creek Development would have an additional choice in the routes to downtown Bowmanville. 3) Westbound trucks on Highway 401 destined for the industrial/commercial area adjacent to Baseline Road may find the Bennett Road/Baseline route more convenient than the Liberty Street/Highway 401 interchange. 3.4.2 The main disadvantages are: 1) Low traffic counts on Baseline Road. 2) Land use adjacent to the unopened road is Agricultural 3) High cost $360,000.00 . . .5 PAGE 5 REPORT NO. WD-10-88 4.0 CONCLUSION: 4.1 The advantages of constructing Baseline Road from Lambs Road to Bennettt Road do not warrant the expenditure of $360,000.00. 5.0 RECOMMENDATION: 5.1 It is recommended that no further action be taken at this time to extend Baseline Road from Lambs Road to Bennett Road.
