SUBJECT: CORRESPONDENCE FROM MR. I.L. VELDHUIS, NEWTONVILLE
RE: DANGEROUS AREAS ALONG NEWTONVILLE ROAD SOUTH
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council:
A) That Mr. I.L. Veldhuis be advised that provision will be
made in the 1988 budget for the construction of guide
rail at the two dangerous locations on Newtonville Road South.
B) That Mr. I.L. Veldhuis be thanked for bringing this matter to
Councils' attention.
C) That a copy of this report be sent to Mr. Veldhuis.

REPORT
1.0 BACKGROUND:
1.1 At a regular meeting of Council held Monday, December 21, 1987
the following resolution was passed:
"That the communication dated December 7, 1987, from
I.L Veldhuis, Newtonville, bringing to Council's attention
two very dangerous areas along Newtonville Road South,
be received and referred to Public Works for a report to
the General Purpose and Administration Committee."
2.0 ATTACHMENTS:

C: Plan showing the type of guide rail to be installed.
3.0 REVIEW AND COMMENT:
3.1 In his letter, Mr. Veldhuis refers to two dangerous locations
on Newtonville Road south.

3.2 LOCATION "A"
3.2.1 Location "A", which is identified on Attachment "B", is located
450 metres north of Lakeshore Road where Newtonville Road
crosses a stream. The stream crosses the road through a concrete
box culvert that is 2.8 metres high and 6.3 metres wide.
The steep (2:1) side slopes of this roadfill and the fill
height of 5.5 metres pose a considerable threat to traffic.
Another area of concern is the steep road grade encountered when
approaching the culvert from the south. This grade presents
a hazard to the vehicle control in slippery pavement conditions
and provides a minimal stopping site distance.
3.2.2 According to Municipal Roads Design Criteria, protection at
this location is warranted by means of guide rail. Approximately
174 metres of guide rail are required. The estimated cost
for this guide rail is $2500.00.
3.3 LOCATION "B"
3.3.1 Location "B" is located 450 metres south of the Concession Road 1,
when Newtonville Road crosses a small creek. The creek crosses
the road through a 2.5 metre high by 3.8 metre wide, corrugated
steel pipe arch culvert. A steep (3:1) side slope of this
roadfill and the fill height of 5 metres, pose a hazard to
traffic. According to Municipal Road Design Criteria, protection
of this site is warranted by means of the installation of
guide rail. Approximately 144 metres of guide rail is required.
The estimated cost is $2100.00.

4.0 CONCLUSION:
4.1 Protection of the two locations referred to by Mr. Veldhuis in
his letter by means of the installation of guide rail is
warranted.
5.0 RECOMMENDATION:
5.1 It is recommended that provision be made in the 1988 Current
Budget for the installation of approximately 318 metres of
guide rail on Newtonville Road South at an estimated cost
of $4600.00.

Dear Sir:
As a resident of the Town of Newcastle I would like to
bring to your attention two very dangerous areas along Newtonville
Road South .
Both areas along this road have a valley Yjith streams
running through a culvert under the road.
The first is an area approximately one quarter mile
south of the Base line Road, at the bottom of a hill, which poses
a hazard especially for south bound traffic .
The second area and the area I am most concerned with,
is approximately one half mile south of the Rail road tracks . This
area has a long sloping hill to the north and a very steep hill
to the south , with about a 20 foot drop into the valley . Driving
northbound from the Lakeshore road, it is virtually impossible
to navigate this hill with any degree of safety . We have had
cars slide down this hill sideways and backwards . No one has
yet gone over the culvert and crashed into the valley but I feel
it is only a matter of time until someone is seriously injured
or killed, unless guardrails are placed over the culvert and
part way up the hill on both sides of the road.
During the winter months Newtonville Road South is
usually in very poor condition, as it is a country road, it is
one of the last roads to receive sand and salt . I realize the
necessity to sand and salt the main roads first , but I do not
feel I should have to put my life and that of my children
at risk unnecessarily.
4 Guard rails placed in these dangerous areas would
eliminate much of the hazard along Newtonville Road South .
Your prompt attention and action on this matter would
be greatly appreciated.
