Announcements Members of Council announced upcoming community events and matters of community interest. 6. Presentations / Delegations 6.1 Presentation by Greg Gordon, Chair, Energy From Waste-Waste Management Advisory Committee (EFW-WMAC), regarding 2024 EFW-WMAC Annual Report Greg Gordon, Chair, Energy from Waste, Waste Management Advisory Committee (EFW WMAC) was present regarding the 2024 Annual EFW WMAC Report. Greg outlined the current Committee membership and provided an overview of their 2024 accomplishments and projects, which included the organics program, Durham York Energy Centre emissions reporting, and advocating for the increase of diversion of waste. The Committee intends on looking at the clear waste bag pilot project as the Region of Durham is looking to move to the larger garbage bins in 2025. Greg noted that the Anaerobic Digestion facility is currently on hold due to increased costs. G. Gordon answered questions from the Members of Council. Carried 6.2 Presentation by Paul Davidson, Deputy Treasurer, Trevor Pinn, Deputy CAO/Treasurer, Lee-Ann Reck, Deputy CAO, Public Services, Darryl Lyon, Deputy CAO, Planning and Infrastructure, of the 2025 Budget Update - Overview to Council Paul Davidson, Deputy Treasurer, Trevor Pinn, Deputy CAO/Treasurer, Lee-Ann Reck, Deputy CAO, Public Services, Darryl Lyons, Deputy CAO, Planning and Infrastructure, were present to provide the 2025 Budget Update - Overview to Council. With the use of an electronic presentation an overview of following items was provided to Council. December 16, 2024 Council Minutes 5 7.1.3 Minutes from the General Government Committee Meeting dated December 2, 2024 Resolution # C-153-24 That the minutes from the General Government Committee meeting dated December 2, 2024, be approved. 7.1.4 Minutes from the Planning and Development Committee Meeting dated December 9, 2024 Resolution # C-154-24 That the minutes from the Planning and Development Committee meeting dated December 9, 2024, be approved. 7.1.3.1 Veteran's Crosswalk Resolution # C-155-24 Moved by Councillor Traill Seconded by Councillor Rang Whereas a Veterans’ Crosswalk not only makes an everyday pedestrian crosswalk more vibrant, but also creates a bold, visual statement of our respect and immense gratitude towards our veterans; Whereas a Veterans’ Crosswalk at King and Temperance is an appropriate location because it is central, close to the cenotaph and because the annual Bowmanville Remembrance parade crosses King to reach the cenotaph every November 11; and Whereas the Bowmanville Veterans Crossing will serve as a permanent memorial to those who have served in the Canadian Forces; Now therefore be it resolved that Staff proceed with the painting of a Veterans’ crosswalk crossing King at Temperance, running north/south; That the cost of the crosswalk and its maintenance be referred to the Deputy CAO/Treasurer; That the Bowmanville Legion Branch 178 be consulted with respect to design and be invited to the opening ceremony of the crosswalk, scheduled for November 11, 2025; and That Staff be directed to consider us a design similar to that provided by the Legion in an email dated December 13, 2024, from Doug MacCheye, Royal Canadian Legion Branch 178. Confidential Items 11.1 Memo-014-24 - Proposed Acquisition of Property by the Municipality of Clarington Closed Session Resolution # C-164-24 Moved by Councillor Rang Seconded by Councillor Elhajjeh That, in accordance with Section 239 (2) of the Municipal Act, 2001, as amended, the meeting be closed for the purpose of discussing a matter that deals with a proposed or pending acquisition or disposition of land by the municipality or local board. Carried Rise and Report The meeting resumed in open session 9:58 at p.m. Mayor Foster advised that one item was discussed in “closed” session in accordance with Section 239(2) of the Municipal Act, 2001 and one resolution was passed to provide direction to staff. Confirming By-Law Resolution # C-165-24 Moved by Councillor Anderson Seconded by Councillor Elhajjeh That leave be granted to introduce By-law 2024-063, being a by-law to confirm the proceedings of the Council of the Municipality of Clarington at a regular meeting held on the 16th day of December 2024; and That the said by-law be approved. 13.
