SUBJECT: 1982 ROAD NEEDS STUDY UPDATE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received for information.
REPORT:
The 1982 update of the Town's Road Needs Study has been
completed and documented. Due to the bulk of the summary
document, it is intended to distribute same at the meeting
for the information of Council Members. The document is
very useful for reference and as a tool in dealing with
matters related to the Town's road system. The following
will summarize and explain the contents:
1. The report contains a series of maps depicting the
various road sections which comprise the Town's road
system as recognized by the Ministry of Transportation
and Communications for subsidy purposes. It will be
noted that each road section is identified by a number
and for each number there is cross-referenced
information related to that section in the summary
tables in Appendix "B".

2. The report contains a series of maps illustrating the
bridges and railway crossings contained in the Town's
road system and recognized by the Ministry of
Transportation and Communications for subsidy purposes.
It will again be noted that each bridge or railway
crossing is identified by a number which has relative
information tabulated in Appendix "C" for bridges and
Appendix "D" for railway crossings.
3. Appendices B,C,and D, are the tables summarizing the
inventory and needs on the various Road Sections,
Bridges and Railway Crossings in the Town's road
system. These tables provide information such as the
class of road, surface type, amount of traffic, type of
deficiency, needs, cost of improvement, etc. Again,
each road section number refers to a corresponding road
section number depicted on the maps. Bridges and
railway crossings are handled in a similar manner.
4. Appendix "A" summarizes "benchmark costs"; i .e. ,
provides a summary of the approximate cost of
reconstructing a road under certain conditions. As an
example, in Table A-1 on Page A2, on the first line:
A two lane urban arterial road would cost
approximately $430,000 per kilometre to reconstruct to
an urban standard with a full storm sewer system.
5. On Page 3 of the report is a summary of the Town's road
system by surface type and function. As an example,
Table 1 points out that the Town has about 421.5
kilometres of gravel road in its road system, about 2.6
kilometres of earth road and about 102.1 kilometres of
hotmix pavement. Table 2 divides the road system into
either urban, semi-urban or rural categories.

6. Pages 4 and 5 summarize the needs associated with the
Town's road system. It will be noted from Table 4 on
Page 5 that the total needs for the road system have
increased significantly as a result of the 1982 update
and it is expected that there will be an even greater
increase when the study is updated in 1983. This is
important since the amount of subsidy provided by the
Province is based upon the total of the "NOW" plus 1-5
Year" needs.
As indicated previously, the Needs Study document is very
important from the point of view of subsidy and the
information it contains. It is hoped that Members of
Council can use it to some benefit. If any questions
related to this document arise, I would be pleased to
discuss them.
