ENG., DIRECTOR HAMPTON,ONTARIO TEL.(416)263.2231 LOB 1J0 987.5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JANUARY 3, 1983 REPORT NO. : WD-3-83 SUBJECT: PROPOSED ROAD CONNECTING MILL STREET AND THE DURHAM FARMER"S COUNTY CO-OPERATIVE IN THE FORMER VILLAGE OF ORONO RECOMMENDATION: It is respectfully recommended: 1. That the Town accept the position of the Ministry of Transportation and Communication that the proposed road connecting Mill Street and the Durham Farmer's County Co-operative in the former Village of Orono is not necessary; 2. That a copy of this report and associated relevant information be forwarded to Mr. E.R. Woodyard, the Ministry of Transporation and Communications and Mr. Sam Cureatz, M.P.P. BACKGROUND Report W.D. 93-82, attached hereto, presents background to the subject issue and was forwarded to the Ministry of Transportation and Communications for further action. The Ministry, in the attached correspondence, has responded to this report indicating why they feel that the road in question is unnecessary and pointing out certain adverse f impacts of such a roads d - 2 - Further to this, the Town should consider other factors, namely: 1. With the potential relocation of the Orono Fire Hall , the issue of fire protection in the vicinity of the Co-op will no longer exist; 2. Representatives of the Co-op have indicated opposition to the proposal ; 3. Residents in Orono Estates with back yards which would front on to such a road may be unhappy with same; 4. M.T.C. is reluctant to pursue the matter. REPORT: Considering the above and due to the fact that it is difficult to build a case in support of such a road, it is therefore recommended that the Town not pursue the matter further. In general the Ministry would not concur that the access to the Co-operative would be severely restricted. There would be some out-of-way travel for the residents at the north end of Mill Street, however, this would be only a one way restriction, i.e. , from the south to the north. It should be further noted that the Co-operative Road is proposed to be utilized as the access ramp from southbound Highway 35/115 to the Town of Newcastle Road east (6th line). Although the proposal is not clear, it would appear that this proposal would close the access at the Co-operative Road from Highway 35/115 and relocate it to Mill Street and the proposed new road. This obviously would create a much longer trip and could not be considered as a viable proposition, notwithstanding the feasibility of the placement of the new road. The connection of the proposed road with Mill Street, in close proximity to Highway 35/115, as well as the existing residential development to the northwest, combined with the horizontal curvature of Mill Street would not be a viable proposition. In addition to the access problems , the gradient of the proposed road' as well as the potential for headlight interference on southbound Highway 35/115 would create a hazardous situation. ®/2 Mr. R. Dupuis 2 Dec. 3/82 It was noted that discussions with Ministry staff were undertaken and it was my understanding that the above noted comments and positions were stated. SUBJECT: RESOLUTION # C-888-82. (PROPOSED ROAD - VILLAGE OF ORONO). RECOMMENDATION: It is respectfully recommended: 1 . THAT this report be received for information. BACKGROUND: Local residents recently expressed concerns that, with the recon- struction of Highway 35/115 through the Orono Area, access for such items as fire protection, from Mill Street to the area around the Durham Farmers' County Co-operative would be severely restricted. This matter was discussed with the Ministry of Transportation and Communications, which suggested that it would be pleased to review any suggestion put forward. As a result, Councillor Woodyard asked the Director of Public Works to prepare a proposal for his present- ation and discussion with interested individuals. Attached is a sketch which illustrates the proposal ; this would provide direct access from Mill Street to the area near the Durham Farmers' County Co-operative property. It would also eliminate one point of access to Highway 35/115, which would be desirable from the Ministry' s point of view. WD-93-82 - 2 :j:L) REPORT: The proposal shown would require the acquisition of some land from Durham Farmers' County Co-operative, and the latter ex- pressed concern to Council , resulting in the passing of the subject resolution. The proposed road connection has been discussed, to a degree, with the Ministry of Transportation & Communications, which has indicated that consideration would be given to such a project, if the Municipality is willing to pay associated costs. It should be the position of the Town that any alterations to the road system, resulting from the reconstruction of Highway 35/115, must be the responsibility of the Ministry. Therefore, any connection of Mill Street to Tamblyn Street (in the area of the Co-operative) , if agreed upon between the Town and the Ministry, should not incur any financial impact on the Municipality. The entire issue can best be summarized as follows: 1 . The reconstruction of,Highway 35/115 has raised concerns from local residents that access between Mill Street and the Co-operative will be severely restricted. 2. The solution to Item I would be the construction of a road, as illustrated on the attached sketch. 3. The Durham Farmers' County Co-operative is opposed to any loss of land to accommodate construction of an access road. 4. M.T.C. has taken the position that construction of an access road should be funded by the Town. 5. The Town should take the position that this road is considered necessary due to the reconstruction of a Provincial Highway and, therefore, associated costs should be the responsibility of -the Ministry of Transportation & Communications.
