SUBJECT: �RE-QUEST-'FROM"MR. A MRS' D. WALTON''FOR
PLACEMENT OF A STREET LIGHT ON MILL STREET AT
GRAHAM CREEK IN THE VILLAGE OF NEWCASTLE
RECOMMENDATION:
It is respectfully recommended:
1. That a street light not be installed on Mill Street at
the Graham Creek Bridge in the former Village of
Newcastle; and,
2. That a copy of this report be forwarded to Mr. & Mrs.
D. Walton as the Town's position with respect to the
placement of a street light on Mill Street at Graham
Creek in the Village of Newcastle.
BACKGROUND:
The Waltons have requested placement of a street light at
the Mill Street/Graham Creek Bridge claiming that due to the
narrow width of the road and lack of a sidewalk an unsafe
condition exists. They are suggesting that a light be
installed on a pole located at the bridge.

At the meeting held on February 28th, 1983 Council considered your
correspondence relative to a street light, Mill Street, Newcastle,
south of the C.N.R. overpass and referred it to staff for a report
to the General Purpose and Administration Committee.
You will be advised of further action on this matter.

REPORT
The Mill Street Bridge is rather narrow and on somewhat of a
curve which presents a less than ideal situation from a
safety point of view. Recognizing this fact, the Town has
installed light reflecting delineators at all approaches to
the bridge. In addition, there is a street light within one
hundred feet of the southeast corner of the bridge which
should provide users of Mill Street with sufficient
illumination and an adequate view of the area during
darkness.
It has been suggested that a pole immediately adjacent to
the bridge could be used for installation of a light. The
pole in question is a Bell Telephone pole which is not of a
size or height for installation of a luminaire. The closest
pole where a light could be installed is about one hundred
feet from the northeast corner of the bridge. It is
questionable whether the added illumination provided by a
light at that location would be of much benefit.
The Town has taken steps to reduce the safety problems at
the Mill Street/Graham Creek Bridge; however, if drivers do
not drive with care, accidents will happen. It is again
questionable whether additional illumination of the area
would improve the situation since accidents have also
occured during daylight hours. Bearing this in mind, and
the fact that there are not high warrants for illumination
in the area, as well as the high cost of providing street
lights, it is not recommended that the requested light be
installed.

Dear Sirs:
Re: Street Light
Village of Newcastle, Mill St. , South, south of C.N.R. overpass,
west side of bridge over Graham Creek.
There have been four (4) accidents and many more near accidents at
this bridge, since we have lived here.
The bridge is too narrow for two cars to pass on it. There are no
sidewalks. It is a very dark and dangerous spot for both walking and
driving.
There is a hydro pole there, so a street light and the hook-up is all
that is needed.
We hope you will look into this matter for the safety of the people
using this road.
