REPORT NO. : WD-28-83 I SUBJECT: ADVERTISING BANNERS SERVICE CLUBS & PUBLIC SERVICE ORGANIZATIONS RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That a copy of this report be forwarded to Mr. A. Tielemans and the various service clubs who have indicated an interest in the project. BACKGROUND & REPORT: In accordance with Resolution No. C-84-83, Public Works Staff have reviewed the request of Mr. A. Tielemans, Publicity Chairman, Bowmanville Red Cross, and the suggestions of Mr. M. Watson, Manager, Newcastle Hydro Electric Commission. It is agreed that the existing utility i poles on King Street are not designed to sustain the constant tension and vibration caused by wind forces on a banner. The vibration causes stress cracks in the concrete poles and shortens the normal life expectancy of the street light bulbs if luminaires are attached. 17, r�- - 2 - The estimate for Mr Watson's suggestion that poles be installed at each end of Town for the specific purpose of hanging banners to advertise the various Town events would be approximately $2,500.00 per installation. Using wooden poles, back guys, and stainless steel guide wire, the total cost for the Bowmanville installation would amount to $5,000.00. The cost would increase using more aesthetically pleasing concrete or steel poles such as are now in use on the connecting link. _ I If the poles are installed as a permanent fixture as suggested, the estimated cost of installing and removing individual banners in two locations would be approximately $300.00 per event. It is conceivable that the Town may receive similar installation requests from other urban areas and service organizations within the Town. The installation of banners and poles also creates an additional roadside hazard for the travelling public, as well as drawing attention from driving responsibilities. In the event of an accident, the Public Works Department is concerned about the Town's liability in respect to the installation. The Public Works Department recognizes the value of Service Clubs and Service Organizations to the Town; but, feel we are unable to recommend the installation of a permanent pole structure to support advertising banners at each end of King Street in Bowmanville. I i i i i Comu►uniidLlons Direction D b 3 Council Members Qowmanville, Jan. 22/83 Town of Newcastle In an earlier Council meeting the Red Cross was permitted to fly a banner at the four corners and I was informed by Town Administration to contact Mr. Watson from P.U..C. about this matter. In this conversation with Mr. Watson it was understood that the utility poles would not endure the constant tension from the banner caused by the wind. Mr. Watson suggested to install 2 poles on each side of Town for this purpose. They could be used for events as: Qowmanville Anniversary, March of Dimes , Santa's Parade, Red Cross, Sidewalk name a few. If we get people to know what is going on, more residents will get involved in the community. It would be appreciated if Council could assist us in this matter. I remain, A.
