REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF FEBRUARY 21 , 1983.

SUBJECT: HOURS OF OPERATION - DARLINGTON LANDFILL SITE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received;
2. That the Regional Works Department be advised that
hours of operation at the Darlington Landfill Site
to satisfactorily meet the needs of the Town of
Newcastle Solid Waste Collection activity would be
9:00 a.m. to 3:00 p.m. , Monday to Friday;
3. That a copy of this report be forwarded to the
Region of Durham Works Department.
REPORT:
On January 24, 1983, Council instructed that the Director of
Public Works confer with the Regional Works Department to
determine the impact to the Municipality if there was a
reduction in hours of operation at the Darlington Landfill
Site. As requested, discussions have been held with Mr.
Twelvetrees, Commissioner of Works and Mr. K. Middleton,
Maintenance Manager at the Region.

It was determined that the ultimate goal is to reduce
operating hours to a forty hour work week. The staff at the
site work a minimum forty hour work week so any reduction to
less than forty hours would produce no benefit. Presently,
to allow for end of day cover and compaction and to provide
Saturday morning service, landfill staff are working in
excess of the forty hours and are being paid overtime
rates.
Three possible alternatives were discussed:
1. Eliminate operation of the landfill site one day per
week, preferrably Monday;

2. Eliminate operation of the landfill site on Saturday
mornings;
3. Reduce the hours of operation at the landfill site
on weekdays and maintain Saturday morning service.
Alternative one would present some difficulty for the Town
in that five day garbage collection is presently provided in
Bowmanville. To comply, changes in the collection schedules
and routing would present some difficulty for both staff and
those receiving collection service. Accordingly, this
alternative was discouraged on the part of the Town.
Alternative two had been proposed in the past. Such a
proposal met with opposition from area residents who felt
that Saturday was their only opportunity to dispose of
refuse. Accordingly, it was decided that this alternative
would not be explored unless there was no other choice.

Alternative three presented the fewest difficulties in that
there would be no disruption to the Town's collection
program nor would there be inconvenience to Saturday morning
users. Reducing weekday hours of operation to seven hours
per day would allow for five hours on Saturday and thus
maintain a total weekly schedule of forty hours.
The Town is the major customer of the Region at the
Darlington Landfill Facility disposing of 5000 out of 6000
tons placed at the site annually. Since the proposal of
reduced weekly hours of operation would not inconvenience
the Town, it is recommended that these findings be reported
to the Region in the hope that they can be of assistance in
reducing the cost of operating the Darlington Landfill
Site.
