REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
/ MEETING OF MARCH 7, 1983.
REPORT NO: WD-16-83.
SUBJECT: PUBLIC WORKS DEPARTMENT - VACATIONS, 1983.
RECOMMENDATION:
It is respectfully recommended :
1 . That this report be received; and ,
2. That, with the exception of one (1 ) member of
staff at each Depot , and the personnel employed
in the provision of garbage collection services ,
the Public Works Department closes for a two-week
period , Monday, July 25th to Tuesday, August 9th ,
1983.
BACKGROUND AND REPORT:
The Public Works Department has a large number of employees with
many years of service to the Town , and the resulting vacation
entitlement presentsa problem relative to scheduling of projects ,
maintenance and construction.
In 1981 , in an effort to minimize the disruption in usual services ,
the Public Works Department experimented with a two-week shutdown ,
and all outside workers , with the exception on one employee per
Division and those involved in garbage collection , were given
a vacation at the one time. ,

There are thirty-four (34) outside workers employeed by the Town
in the Public Works Department , and their total vacation days for
1983 will amount to approximately 620. By dispensing with ten of
those vacation days per worker, at one time, the Department only
has to schedule 280 further days throughout the remainder of the
year.
It is proposed that one member of staff be on duty in each Division ,
to accept messages , etc. , and investigate any matter of acute con-
cern , and garbage collection services will continue as usual . All
major construction and maintenance (ditching , dust control ) works
can be scheduled throughout the season , utilizing the optimum
number of employees on work crews , with little or no loss of man-
power due to vacations.
It is recommended that the Public Works Department close down at
3:30 p.m. , Friday, July 22 , 1983 , and re-open at 7:00 a.m. , Tuesday,
August 9 , 1983. (Monday, August 8, 1983 , will be taken in lieu of
the Statutory Holiday which falls on August 1st, during the shut-
down period).
