REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MARCH 7 , 1983.
REPORT NO. : WD-19-83
SUBJECT: MEETING WITH MR. J . DREW, COUNCILLOR HOBBS AND
THE DIRECTOR OF PUBLIC WORKS TO DISCUSS ROAD
CONDITIONS IN THE VICINITY OF MR. DREW'S FARMS.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received for information; and,
2. That a copy of this report be forwarded to Mr. J .
Drew.
REPORT:
Council directed that a meeting be held with Mr. J . Drew,
Councillor Hobbs and the Director of Public Works in
attendance. At the meeting held on February 16th, three
areas of interest to Mr. Drew were discussed, namely:
1 . The status of Robinson/Drew Road being the road
between Lots 20 and 21 in the 6th Concession of the
former Township of Darlington;

2. The standard and frequency of maintenance being
provided on William's Mill Road being a forced road
in Lots 19 and 20 of Concession 6 in the former
Township of Darlington;
3. The standard of maintenance being provided on the
southerly projection of Union School Road being the
unmaintained road between Lots 24 and 25 in
Concession 9 of the former Township of Darlington.
The status of Robinson/Drew Road raised some discussion of
the rationale for the project which related to the bridge on
William's Mill Road over Bowmanville Creek. Basically, it
was explained that the ongoing construction of Robinson/Drew
Road had been undertaken as an alternative to reconstructing
the bridge on William's Mill Road due to the fact that
M.T.C. was not willing to subsidize the reconstruction of
the bridge. It was further explained that the Town's
intention is to completely open Robinson/Drew Road to
provide a connection through the 6th Concession. The Town
will continue work on this proposal over the next few
years.

Mr. Drew indicated that a higher standard of maintenance
should be provided on William's Mill Road and suggested that
the road was not patrolled regularly, nor was it properly
graded, ditched, gravelled or brushed. William's Mill Road
is a forced road on a right-of-way which is only
thirty-three (33) feet at the widest point and less in some
areas. The road serves only the Drew farm and one slightly
to the east. The standard of maintenance being provided is
consistent with other roads of a similar category and
traffic volume in the Town's road system. The Town has an
extensive road system, a fact which dictates that the major
roads receive a higher standard of maintenance, while minor
roads such as William's Mill Road receive less frequent
maintenance. The road in question is maintained such that
it remains open all year and particular problems are
rectified as soon as practically possible.

The standard of maintenance on the southerly extension of
Union School Road, which is an unmaintained road, was also
discussed. Again, Mr. Drew felt that more frequent
maintenance of a higher standard should be provided. This
is an unmaintained road receiving only minor grading during
the summer. The guidelines under which the Town operates
with respect to subsidy by M.T.C. does not allow a more
comprehensive maintenance program. Accordingly, the
standard of maintenance is not likely to be upgraded.
Further to the above three main areas of concern, there was
discussion of the ownership of the forced road allowance
(the westerly projection of William's Mill Road) west of the
Drew farmhouse. Mr. Drew contends that it is owned by the
Town, but, indicated that he had previously been advised
that he had ownership. Since this matter has some bearing
on the potential for access from the Drew farm to
Robinson/Drew Road, it will be further investigated before
any matters related to accessing the Drew farm are
addressed.
The above summarizes the meeting with Mr. Drew, who should
be provided with a copy for his reference.
