REPORT NO. : WD-23-83 I SUBJECT: ONTARIO GOOD ROADS ASSOCIATION 1983 C.S. ANDERSON AND T.J. MAHONY ROAD SCHOOLS I RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and 2. That the Director of Public Works be authorized to enroll two senior Public Works Staff Members in the 1983 Ontario Good Roads Association Road Schools; and, 3. That all tuition fees and reasonable out-of-pocket expenses incurred, be charged to the Current Public Works Budget, Account Number 7202-0231-X-6 - Seminars and Workshops. BACKGROUND AND COMMENT: Each year the Ontario Good Roads Association sponsors Road Schools designed for professional , municipal road supervisory personnel . The subject school will be held at the University of Guelph from Sunday, May 1st to Wednesday, May 4th, 1983, inclusive. I - 2 - The C.S. Anderson and T.J. Mahoney Road School is recognized for its practical approach to problems facing first line supervisory staff in the construction and maintenance of roads. Early enrollment is necessary in this popular course in order to assure placement. The tuition fee and all reasonable out-of-pocket expenses are eligible for the normal subsidy allowance of fifty percent (50%) . Respectfully submitted, R.G. Dupuis, P. ANDERSON" ROAD SCHOOL Dear Sirs/Mesdames : The 1983 C. S. Anderson Road School, sponsored by the Ontario Good Roads Association, will be held at the University of Guelph from Sunday, May' lst to Wednesday, May 4th inclusive . Eligibility for attendance includes : (1) non-professional supervisory . personnel of municipal road and transportation authorities who have success- fully completed the "T. J. Mahony" Road School OR (2 ) non-professional supervisory personnel of municipal road and transportation authorities who, although they have not completed the "T. J. Mahony" Road School , are recommended by the Head of the Municipal Road and 'Transportation Authority for a specific course . . Thirteen (13 ) distinct courses will be given during the 1983 School : (1) BRIDGE INSPECTION COURSE (7) SURVEY I COURSE (2 ) EFFECTIVE MANAGEMENT COURSE (8) SURVEY II COURSE ,,-'- (3 ) EQUIPMENT MAINTENANCE COURSE (9 ) SURVEY III COURSE (4 ) HUMAN RELATIONS COURSE (10) URBAN CONSTRUCTION COURSE (5) MATHEMATICS ­­ (11 ) URBAN MAINTENANCE COURSE (6 ) SOILS COURSE (12 ) ' ROADS & THE ENVIRONMENT COURSE (13 ) MAINTENANCE MANAGEMENT & BUDGETING COURSE Please consult the "Summary of Courses" which is enclosed for details regarding these courses . . . . 2 - 2 / i(b) / 1 / Your are asked to take particular note of the following : (a) EFFECTIVE MANAGEMENT - this course has been designed with first line supervisors in mind i .e . Road Superintendents, Works Foremen etc . and ONLY applications from this category of personnel will be accepted . Registration is limited to 45 . (b) SURVEYING I the Mathemetics Course is a prerequisite for this course . (c) SURVEYING II - this course is designed to give the applicant more field work using a level . Therefore to be eligible applicants must have completed Surveying I . i (d) SURVEYING :[Ii - this course is being offered for the first! time . Only applicants who have completed Survey I, Survey II and Mathematics are eligible . (e) URBAN CONSTRUCTION & URBAN MAINTENANCE PRACTICES - Applications will be accepted only from applicants of urban municipalities, both large and small . ( f) BRIDGE INSPECTION & MAINTENANCE - all municipal road employees are eligible but registration will be limited to one person per municipality . The Registration Fee for each course is $220 . 00 and includes : Room and Regular Meals, Classroom Material , Equipment where required, Reception and Banquet Tickets . Please note that the only opportunity to register for the School will be by Pre-registration and applications will be accepted in the order that they are received . There will be no registration at the School . All applications to register must be made on the enclosed Application Form and returned to the SECRETARY-TREASURER, ONTARIO GOOD ROADS ASSOCIATION, P.O. BOX 128 , ST. THOMAS, ONTARIO. N5P 3T7 NOT LATER THAN APRIL 22nd, 1983 A cheque or money order for $220 .00 must accompany the Application to register . It is to your advantage to register early . Reasonable out-of-pocket expenses incurred in attending the School including the $220 . 00 Registration Fee, when authorized by Council , may be charged to the Road Account, on which the Province has agreed to pay the usual subsidy. . . . 3 - 3 _ In the past few years a considerable number of people have registered for a course and then failed to attend without notifying the Association Office . Because of this situation the following will apply regarding the refund of registration fees : If cancellation is received at least 14 days in advance - 100% If cancellation is received between 13-7 days in advance - 75$ If cancellation is received between 6-3 days in advance - 50% If cancellation is received less than 3 days in advance - 0% To assist with registration the University will pre-assign rooms . Applications are invited from those persons who have previously attended but have not qualified for a certificate of completion and from those who have not attended any of the previous courses . Many significant revisions have been made to the content of the courses in recent years and applications are invited from those who have completed the course four or five years ago . Arrangements have been made for those applicants whose primary language is French to take an oral examination in that language if they so desire .
