REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF APRIL 5, 1983.

SUBJECT: MINISTRY OF TRANSPORTATION & COMMUNICATIONS'
REQUEST FOR THE TOWN'S CONCURRENCE WITH THEIR
PROPOSED RECONSTRUCTION OF HWY.2 FROM THE CPR
SUBWAY EAST OF NEWCASTLE VILLAGE TO NEWTONVILLE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Ministry of Transportation and
Communications be advised that the Town of Newcastle
concurs with their proposal for reconstruction of
Highway 2 from the C.P.R. Subway east of Newcastle
Village to the east limit of Newtonville; and,
3. That the Ministry be requested to consider problems
of snow buildup in Newtonville as part of their
design for the urban section.
REPORT:
The Ministry of Transportation and Communications is
presently preparing preliminary designs in advance of
proposed 1987 reconstruction of Highway 2 between Newcastle
Village and Newtonville. ���}

The design incorporates the following features:
1. Pavement widening from 6.1 to 7.0 metres;
2. Shoulder widening from 2.4 to 2.5 metres;
3. Improved grades and drainage;
4. Urban reconstruction in Newtonville including
replacement of existing sidewalks where warranted;

5. Information centres to allow for public input.
It should be noted that the project will not provide for
replacement of the "hole in the wall " due to the extremely
high costs involved. M.T.C. feel that they can design for
present needs yet still allow for future reconstruction of
the subway.
Repeated requests to the Town for improved winter
maintenance in Newtonville indicates that proposed
Information Centres will receive input primarily from
Newtonville residents and therefore, it has been suggested
to M.T.0 that the information centres be held at the school
in Newtonville. The Ministry should be requested to consider
this problem and perhaps provide some solution as part of
the project.
This project has been discussed with Town Staff who are in
general agreement with the works proposed. Furthermore,
drawings indicating the proposed works are available in the
Works Department for review.

Since the project proposes to improve a transportation
facility within the Town, it is recommended that we concur
with proposal of the Ministry of Transportation and
Communications.
