REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF APRIL 18, 1983.
REPORT NO: WD-45-83.
SUBJECT: POLICY FOR UNMAINTAINED ROAD CONSTRUCTION.
RECOMMENDATION:
It is respectfully recommended:
1 . That this report be received; and ,
2. That the following resolution be forwarded to
Council for adoption:
"THAT the Town of Newcastle will not undertake the
construction of any unmaintained road until June ,
1985, and will not, within that period , assume for
maintenance purposes any additional roads , save and
except those which are constructed by others, at no
cost to the Town , under a Subdivision Agreement , The
Local Improvement Act or private enterprise. Roads so
constructed must meet the design criteria and
construction standards required by the Town of
Newcastle , and all applications for implementation
of this Policy must be approved by the Director of
Public Works for the Town of Newcastle, and be in
accordance with the provisions of the appropriate
Zoning By-Law and Official Plan".
BACKGROUND AND REPORT:
The Public Works Department regularly receives requests for the
Town to construct an unmaintained road allowance and provide
full maintenance services in an area where none presently exists. �,5

Over the past several years , Town Policy in respect of the
construction of unmaintained roads has been established and
enforced by Resolution of Council , such as Resolution No.
W-317-80 quoted above.
Recently, Staff have been asked to formulate a revised , and
more comprehensive, Policy in respect of the construction of
unmaintained roads, and this is presently in progress. However,
in the event the proposed new Policy is not in place prior to
the expiry of that established by Resolution # W-317-80, it is
felt it would be in the interests of the Town to reiterate the
latter in the interim.

POLICY FOR UNMAINTAINED ROAD CONSTRUCTION:
Public Works Committee Resolution # W-317-80 (December 5, 1980)
adopted by Council December 15, 1980.
THAT the Town will not undertake the construction of
any unmaintained road until June 1, 1983 and will not, within,that
period, assume for maintenance purpose any additional roads, save
and except those which are constructed by others, at no cost to the
Town, under a Subdivision Agreement, The Local Improvement Act or
private enterprise, provided that the roads so constructed meet the
Design Criteria and Construction Standards required by the Town and
that all applications for implementation of the Policy must be app-
roved by the Municipality and be in accordance with the provisions
of the appropriate Zoning By-Law and Official Plan.
