REPORT NO. : WD-47-83 SUBJECT: REQUEST FOR ERECTION OF SIGNS AT STREET INTERSECTIONS IN THE TOWN OF BOWMANVILLE RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the Public Works Department install "No Bicycle Riding on Sidewalk" Signs as requested by the Bowmanville Business Centre; and, 3. That the installation costs be charged to Public Works, Street Signs - Bowmanville, Account Number 7211-X-00422-X; and, 4. That the installation be in accordance with Schedule A, By-law No. 80-36; and, 5. That the Bowmanville Business Centre be so advised. � I E�,t . . .2 ���} 2 - BACKGROUND AND REPORT: In accordance with Resolution C-205-83, Public Works staff have reviewed the Bowmanville Business Centre's request to place signs indicating that bicycle riding on sidewalks is prohibited in the downtown area. By-law 80-36, being a by-law to regulate residents owning and using bicycles in the Town of Newcastle, clearly designates the areas where bicycle riding is prohibited. Signs previously erected in Bowmanville have been vandalized and removed over the years. It is recommended that the signs be replaced in accordance with the 1983 Budget allocation for Street Signs, Bowmanville. Respecfully submitted, R.G. Dupuis, P. Eng. , Director of Public Works. '1111: CORPORATION 01: '1'111: 1'OWN OF NFUCASTIJ: By-Law No. 80-36 (Being a by-law to regulate residents owning and using bicycles in the ]'own of Newcastle WHEREAS, the Council of the Corporation of the Town of Newcastle deems it necessary to regulate residents owning and using bicycles within the limits of the Town of Newcastle, and; IVIIL:REAS, the Council of the Corporation of the Town of Newcastle, pursuant to the Municipal Act, 'R.S.O. 1970, Chapter 284, Section 352, Subsection 58, has authority to enact• this by-jaw; N0W THEREFORE, the Council of the Corporation of the Town of Newcastle enacts as follows: 1 . No persons shall ride a bicycle or other vehicle whatever the motive power along or upon ally sidew;llk, or parts of sidewalks as prohibited by Schedule "A" or ride such bicycle or other vehicle upon a pathway or foot path, used or set apart for the use of pedestrians and forming part of any highway or hridl;c, botticvard, park, park lot, garden, or other place set apart for ornament or embellishment or for public recreation, within the limits of the Town of Newcastle'. 2. No persons riding a bicycle designated to- carry anything thereon shall do so in such a manner as to prevent or interfere with full control of' such bicycle wh i le upon any puh I i c highway within tile. No person shall have ;t bicyclic , lying on any public sidewalk, or park, or leave such bicycle against any window, or in front of or across any door, stairs or entranceway to any building,, so as to obstruct or interfere With ingress to ;uui from such building. 4. This by-law sho11 not apply to handicapped or other persons requiring-the' use of such vehicles as may be necessary for their weans of transportation. S. Every person convicted of a breach of ;uiy of the provisions of this l by-law shall he guilty of any offence and shall pay a penalty not exceeding Five Dollars ($5.00) for each offence. 6. By-Law 79-142 of the Corporation of the Town of Newcastle and all other By-laws inconsistent with the provisions of this Ily-law are hereby repealed. We would be pleased if you would proceed in this matter as soon as possible . The Police have indicated that they too would appreciate these postings .
