REPORT NO. : WD-48-83 SUBJECT: PUBLIC WORKS WEEK � RECOMMENDATION: It is respectfully recommended that: 1. Whereas the health, safety and comfort of the community is greatly dependent on the facilities and services provided by the Public Works Department; and, Whereas the support from the community is vital in the continuing efficient operation of the Public Work' s Services such as street maintenance, refuse collection, water and sewer systems, road construction and snow removal ; and, Whereas the duality and effectiveness ,of these facilities and services are dependent on the continued efforts and skills of Public Works Department Staff; . . .2 _ 2 _ Now therefore, the Council of the Corporation of the Town of Newcastle does hereby proclaim May 22nd to May 28th, 1983, "Public Works Week" in the Town of Newcastle to recognize the efforts of the Public Works Department in providing for health, safety and comfort in the community. 2. This proclamation be published in the local press. 3. The press be invited to utilize the press release attached to this report in their publications. REPORT Throughout North America, the week of May 22nd to May 28th, 1983, is to be recognized as "Public Works Week". This is an annual recognition; however, only recently have some Canadian municipalities participated in promoting the week. Through discussions with the Region of Durham, Oshawa, Whitby, Ajax, Pickering and the Town of Newcastle, Public Works Staff are of the opinion that some form of promotion of "Public Works Week" would be worthwhile. Taxpayers would be made aware of the activities undertaken by their Works forces and would be provided with the opportunity to direct questions to the Department if they wish. We cannot drive a car, turn on water, or even dispose of trash without coming into contact with some services provided by municipal public works departments. - 3 - It is, therefore, considered worthwhile to proclaim the week of May 22nd to May 28th, as "Public Works Week" and encourage the Press to include a promotional article in their publications. Attachment i POSSIBLE PRESS RELEASE "Making Life Better for Everyone" The municipalities of Pickering, Ajax, Whitby, Oshawa & Newcastle and the Region of Durham shall be proclaiming, along with many other municipalities across Canada and the United Sates, the week of May 22 - 28, 1983 as "National Public Works Week". The theme for the week is "Making Life Better for Everyone". The local Public Works Departments are preparing to explain to the public, the types of services and programs they provide. During National Public Works Week, the opportunity will be presented to area residents to learn more about Public Works Operations and how it affects the life style of their community. The Public Works Department in a municipality is responsible for the planning, control , and maintenance of public works facilities and services in order to create a pleasant and orderly environment for the residents. Generally, the Department is responsible for the following operational activities, maintenance, construction and engineering. The Maintenance activity includes work such as snow and ice control in winter, the sweeping and flushing of streets, road, sidewalk and boulevard repairs, repairs to water and sewer systems, refuse collection service, traffic signs and signal lights as well as the fleet of equipment used to perform such activities. i The construction activity includes administration and inspection of road work to ensure the underground services, the materials being used, and construction details are as specified in the contract. Generally this type of work is performed by local contractors with the development of the construction drawing by either municipal staff or consultants. Through the Engineering activity, the Works Department controls the geometric design of road, sidewalk, sewer and bridge improvements throughout the municipality. In addition, they co-ordinate activities with land developers for residential subdivisions, industrial parks and commercial buildings. - 2 - It is important that municipal residents be able to contact their local Public Works Department. In the Pickering-Ajax-Whitby-Oshawa-Newcastle area there are two distinct Public Works authorities - the local municipal Public Works Department and the Durham Regional Works Department. The Regional authority is responsible for water distribution, sanitary sewers and selected major roads within each of the municipalities.
