REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MAY 16, 1983.

SUBJECT: CITY OF OSHAWA PETITION FOR RECONSTRUCTION OF
TOWNLINE ROAD, INCLUDING SIDEWALKS, ON THE WEST
SIDE OF TOWNLINE ROAD FROM HIGHWAY 2 TO
ADELAIDE AVENUE.
RECOMMENDATION:
It is respectfully recommended:
1. That the Region of Durham and City of Oshawa be advised
that the Town of Newcastle supports Oshawa's request
for early reconstruction of Townline Road North, from
the Kingsway Village Shopping Mall to Adelaide Avenue
East, including sidewalks on the west side; and,
2. That the Region and City be further advised that the
Town of Newcastle cannot commit itself to any
expenditure for sidewalk construction on the west side
of Townline Road; and,
3. That a copy of this report be forwarded to the Region
of Durham and the City of Oshawa.

BACKGROUND:
The City of Oshawa, in response to a petition from residents
in the subject area, prepared Report 183-82, attached
hereto, which outlined reasons for:
a) Reconstruction of Townline Road from the Kingsway
Village Shopping Mall to Adelaide Avenue, East;
b) Associated construction of a sidewalk on the west
side of Townline Road in this area.

The report has been reviewed by Town staff who are in
general concurrence with its contents, with the exception of
one area which requires clarification. This area relates to
the generation of pedestrian traffic which creates the need
for the sidewalk, and ultimately, cost-sharing arrangements
for construction of the sidewalk.
REPORT
A review of the general area around Townline Road between
Highway 2 and Adelaide Avenue reveals that a large
subdivision of several hundred houses exists west of
Townline Road, both north and south of Adelaide Avenue,
while on the east side of Townline Road in the same area,
there are only about thirty (30) residences. Accordingly,
the need for sidewalk facilities would seem to be generated
primarily in Oshawa, and it seems reasonable that the
associated costs would be paid by that municipality.

At such time as sufficient development occurs to warrant
sidewalks on the Newcastle side of Townline Road, funds for
construction of the sidewalk would be generated from that
development. This would be in keeping with Oshawa's
position that sidewalks be provided on both sides of
arterial roads, and the Town of Newcastle Policy which
stipulates that new sidewalks must be constructed either as
local improvements or as part of a subdivision plan.
As indicated previously, the Town should support the City of
Oshawa's request to the Region; but, should qualify such
support by indicating that it does not feel a responsibility
to pay for sidewalk construction on the west side of
Townline Road.

Please be advised that at a meeting held on 1983 04 05 the Council of the City
of Oshawa considered a petition of residents requesting consideration of a
sidewalk on the west side of Townline Road North from Kingsway Village Shopping
Mall to Adelaide Avenue East and adopted a recommendation of the Public Works
Committee as follows:

"That copies of the Commissioner of Works' report dated 1983 03 28 on Item
183-82 be forwarded to the following:
1. The Regional Municipality of Durham and, for the reasons outlined in
the Report, they be requested to give early consideration to the
reconstruction of Townline Road North from the Kingsway Village
Shopping Mall to Adelaide Avenue East, including the installation of
sidewalks.

In accordance with council's decision you will find enclosed a copy of Works'

REPORT
On 1982 11 16 a petition was received from Mr. Larry Gannon, 1285 King Street
East and approximately 500 other residents, requesting the construction of a
sidewalk on the west side of Townline Road North , between the north limit of
Kingsway Village Shopping Mall (King Street East and Townline Road) and
Adelaide Avenue East.
A copy of the first page of this petition is appended as Attachment No. 1 to
this Report.
Townline Road in the subject area is under the jurisdiction of the Region of
Durham and is classified as an Arterial road in accordance with their Official
Plan. This facility carries a 24 hour average daily traffic volume of 6,200
vehicles on a 6.1 m to 6. 7 m (20-22 feet) wide road surface which is
constructed to rural standards.
There are no sidewalks on either side of the street. Pedestrians have only
narrow shoulders ranging in width from .45 m to .9 m (1.5 to 3 feet) on which
to travel .
An examination of the section of Townline Road North in question revealed an
established path on the west side of the road along the boulevard, west of an
existing ditch. This path extends southerly from the walkway linking Townline
-9 Road and Belair Crescent to the north limit of the residential development
where it connects with the shoulder of the roadway. Attachment No. 2 to this
Report is a sketch plan which illustrates the subject area and pertinent
-t features. There will also be a more detailed drawing available for viewing at
at the Committee meeting.

1 An analysis of the petition submitted by Mr. Gannon revealed that of the seven
affected properties , signatures have been received from three of the property
owners. In addition, Mr. L. Kuhn , President of Kingsway College has subm-liALf
! correspondence, Attachment No. 3, indicating support for the installati:,:, c, i
sidewalk on the west side of the street. It should be noted that the Kingsway
College property constitutes approximately 64% of the total frontage where
sidewalk installation has been requested.
The majority of the remaining signatures on the petition are from residents in
the vicinity of the subject area the majority of whom would benefit , should a
sidewalk be constructed.
Pedestrian travel studies were conducted in the subject area the results of
which revealed that approximately 125 pedestrians in a 10 hour period utilized
Townline Road enroute to various destinations or for recreational use such as
walking or jogging.
' In view of the number of pedestrians observed in combination with the
substandard walking conditions it would normally be recommended that a
sidewalk be constructed. This would be in keeping with the City' s policy which
requires that sidewalks be provided on both sides of Arterial roads.
However, on-site inspections by City staff revealed substantial differences in
elevation both between the roadway and the abutting land and from property to
property.
In view of these conditions it would be virtually impossible at this time to
construct a sidewalk in its ultimate location and to a final grade. Any
attempt to provide a sidewalk prior to full reconstruction of the roadway would
be extremely costly and only temporary in nature. The cost of installing a
temporary asphalt sidewalk would be approximately $42,000 as compared to
approximately $30,000 for a permanent concrete sidewalk if constructed in
conjunction with road reconstruction.
It is this Department' s understanding that the Region have no immediate plans
to reconstruct this section of Townline Road North. In view of the petition
and the findings of the subsequent staff study, it is recommended that the
a Regional Municipality of Durham be requested to give early consideration to the
reconstruction of Townline Road North between Kingsway Village Shopping:. Mall
and Adelaide Avenue East including the installation of sidewalks.
As Townline Road is a boundary road with the Town of Newcastle and as their
residents make up a substantial part of the pedestrian traffic it is further
recommended that they be provided with a copy of this Report.

The Council of the City of Oshawa considered the construction of a sidewalk on
Townline Road North from Kingsway Village Shopping Mall to Adelaide Avenue East
at a meeting held on 1984 02 20 and adopted a recommendation of the Public Works
Committee as follows:
"I. That subject to the consent of the Town of Newcastle, a sidewalk be
constructed in 1984 on the west side of Townline Road North from
Kingsway Village Shopping Mall to Adelaide Avenue East at an estimated
cost of $99,100, with funding to be provided from the 1984 Capital
Sidewalk Program.
2. That copies of the Commissioner of Works ' Report dated 1984 02 13 on
Item No. 183-82 be forwarded to the following:
a) The Regional Municipality of Durham
b) Mr. Larry Gannon, 1285 King Street East
c) The Town of Newcastle. "
