SUBJECT: CORRESPONDENCE FROM THE MINISTRY OF
TRANSPORTATION AND COMMUNICATIONS (M.T.C. )
REQUESTING THE TOWN'S CONCURRENCE WITH THEIR
PROPOSAL TO PROHIBIT PARKING ON HIGHWAY 35/115
FROM HIGHWAY 2, NORTHERLY FOR 800 METRES IN THE
VICINITY OF WILMOT CREEK.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Ministry of Transportation and Communications
be advised that the Town of Newcastle concurs with
their proposal to prohibit parking on Highway 35/115
from Highway 2, northerly for eight hundred (800)
metres, in the vicinity of Wilmot Creek.
BACKGROUND:
The Ministry of Transportation and Communications is
presently in the process of reconstructing Highway 35/115
from Highway 401, northerly through the Town.

The section from Highway 401 to north of Highway 2 has just
been completed and is now four (4) lanes with controlled
access, a speed limit of 80 km/h, and has narrow, eight (8)
foot shoulders near Wilmot Creek. The Ontario Provincial
Police are extremely concerned over the possibility of
fishermen attempting to park on these shoulders and
interfering with the large volume of high speed traffic.
M.T.C. agrees with this concern and proposes to restrict
parking along the subject section of Highway 35/115, as well
as along the southbound exit ramp to Highway 2, and the
northbound entrance ramp from Highway 2.
REPORT:
The staff have reviewed the information provided by the
M.T.C. , along with the design plans for Highway 35/115 in
the subject area, and concluded that the concerns expressed
by the O.P.P. and M.T.C. are valid. Users of vehicles
parked on the narrow shoulders could easily be struck by the
traffic on Highway 35/115. If -the shoulders were not so
narrow the situation would not be quite as dangerous.
However, there is not a high demand for parking in the
subject area and there are alternate' provisions for parking
on the south side of Highway 2 at Wilmot Creek and on the
shoulders of Highway 2 in certain areas. Bearing this in
mind, as well as the fact that persons could be injured or
killed if the restriction is not placed on Highway 35/115,
the Town should provide concurrence with the M.T.C. ' s
proposal .

Re : Highway 35/115 at Wilmot Creek
Proposed Parking Restriction
With the reconstruction of Highway 35/115 from
Highway 401 to the C.P.R. overpass, just north
of Highway 2 , the highway is now a 4 lane con-
trolled access roadway with a speed limit of 80
km/h. In the area of Wilmot Creek the highway
has a steel cable guide rail on the outside of
the shoulder that restricts the shoulder width
to 8 feet .
The Ontario Provincial Police (O.P.P. ) , Newcastle
Detachment, has expressed concern over the
possibility of fishermen attempting to park along
the highway near Wilmot Creek and being exposed to
the hazard of the high speed traffic on Highway
35/115 . A similar situation existed earlier at
Highway 401 and Wilmot Creek and the solution was
a parking prohibition .
The Ministry agrees with the O.P.P. ' s concern and
is proposing a parking restriction on both sides
of Highway 35/115 in the area of Wilmot Creek.
This will include the southbound exit ramp to
Highway 2 and the northbound entrance ramp from
Highway 2 to Highway 35/115 . The attached sketch
indicates the limits of the proposed parking
restriction.

Proposed Parking Restriction
A minimum amount of off-road parking is provided
at Highway 2 and Wilmot Creek in a Ministry of
Natural Resources parking lot, while the shoulders
of Highway 2 are used for parking out beyond an
existing parking restriction on Highway 2 . The
proposed restriction on Highway 35/115 does not
remove any previous parking used by the fishermen.
In order to obtain the required Ontario Regulation
the Ministry requires Council ' s approval of the
proposed restriction . If Council agrees with the
proposal written confirmation would be appreciated.
If Council has any concerns or alternate proposals
please contact this office .
