REPORT NO. : WD-38-83 SUBJECT: REQUEST FROM THE TOWNSHIP OF HOPE FOR TOWN OF NEWCASTLE FINANCIAL PARTICIPATION IN THE SURFACING OF THE HOPE/NEWCASTLE TOWNLINE NORTH OF DURHAM ROAD 9. RECOMMENDATION: It is respectfully recommended: 1. That the Township of Hope be advised to proceed with final surfacing of the Hope/Newcastle Townline and subsequently forward a bill for Newcastle's share of same, late in the 1983 budget year; 2. That funds for the Town of Newcastle's share of said surfacing (approximately $14,000) be allocated from any savings realized in the 1983 road program; 3. That failing the ability to pay the Town's share from 1983 savings, funds be allocated in the 1984 Budget for the surfacing project; 4. That the Township of Hope be advised of Council ' s decision. I, i r✓✓, f��) _ 2 _ i REPORT: In 1982, the Hope/Newcastle Boundary Road from Durham Road 9, northerly for 1.4 kilometres, was reconstructed by Hope Township with the cost of construction shared equally with the Town of Newcastle. Newcastle's share of the cost was about $40,000. Hope Township now proposes to provide a bituminous surface on the reconstructed road in the form of surface treatment and is requesting that the Town again participate financially. The Town's share of the surface treatment would be approximately $14,000, but, has not been budgeted. By Boundary Road Agreement, the Town should participate financially in this project. To permit the surfacing to proceed and protect the investment already made in the road through construction, the attached letters outline a mutually acceptable financial solution and are summarized as follows: 1. Hope Township will perform the necessary surfacing in 1983 and bill the Town for its share late in the 1983 budget year; 2. If savings are realized in other areas of the Town' s subsidizable road budget, the savings may be applied toward payment of the Town's share of the surfacing project; 3. If there are no such savings, funds for the Town's share will be budgeted in 1984, at Council 's direction, which action will enable payment early in 1984. � I 3 - It would appear that following the above procedure will enable the project to proceed and ensure the Town's share of the cost, while accommodating the fact that the project is not included in the approved 1983 Budget. Dupuis : RE: Reconstruction of the Hope-Newcastle Boundary Road ( Clarke Township , North of County Road No . 9 ) This letter will confirm that the Township of Hope is in agreement with your suggestion of March 16 , 1983 , where Hope Township will proceed with the work on the Boundary Road and will forward a bill for Newcastle ' s portion very late this year . It is agreeable to the Township that if funds are available at the end of this year that payment will be made at that time or alternately if necessary the cheque will be forwarded early in 1984 . I would appreciate receiving your Councils comments as soon as possible so that this information can be forwarded to our Works Superintendent . L1A 3V9 Attention: Frances Aird, Cl erk-Admi ni strator Dear Mr. Aird: RE:%, Reconstruction of the Hope-Newcastle Boundary Road (Clarke Township, North of County Road 9 In response to your recent correspondence, I regret to advise you that the 1983 Budget for the Town of Newcastle has been approved without provision for a share in the works outlined in your letter. While we are in agreement with the works proposed, we do not have 1983 funds allocated for our share of same. In fact, the Town's 1983 road program is likely to exceed our M.T.C. Subsidy allocation. I suggest that the Township of Hope proceed with the work and forward a bill for Newcastle's share very late in the year. If savings are realized in other areas, we would then be in a position to pay our share. If, however, there are no savings, we could issue a cheque to you early in the 1984 budget year (January 1984) . To confirm our position, I am prepared to recommend to Newcastle Council that we proceed as I have suggested. Director of Works Town of Newcastle, HAMPTON, Ontario LOB IJO RE: Boundary Road Hope Township - Town of Newcastle (Clarke Township North of County Road 9) Dear Sir: Council for the Township of Hope are proposing to complete the- southerly portion of the boundary road which had the preliminary reconstruction work done in 1982. The approxi- mate cost for the completion is $27,500 and the breakdown of that estimate is attached for your review. As outlined in our Boundary Road Agreement, this letter is forwarded to request that the Town of Newcastle contribute 50% of the costs involved on this project. I realize that this request should have been forwarded earlier, but look forward to a favourable reply from your municipality.
