REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JULY 18, 1983.
REPORT NO. : WD-65-83
SUBJECT: REPORT ON CORRESPONDENCE FROM LUISE LENS
REQUESTING IMPROVEMENTS TO MILL LANE,
BOWMANVILLE.
RECOMMENDATION:
It is respectfully recommended:
1. That consideration be given to extraordinary
maintenance reconstruction of Mill Lane in
Bowmanville in 1984; and,
2. That a copy of this report be forwarded to Luise
Lens.
REPORT
The correspondent in this matter has indicated some
satisfaction with the recent prime and surface treatment of
Scugog Street from just north of Middle Road to the Third
Concession. They also feel that a similar treatment on Mill
Lane would provide much benefit to residents on that
street.

However, in response to this request, it should be pointed
out that the road base and drainage provisions on Mill Lane
are very poor; therefore, placement of prime and surface
treatment would be a poor investment. The base is just not
strong enough for an intermediate class bituminous surface
to perform well . What is suggested is extraordinary
maintenance reconstruction of the road where the base
material would be excavated, graveling and ditching would be
performed, and a bituminous surface placed.
This type of construction provides quite a satisfactory end
product for a reasonable cost, as was demonstrated on
Alexander and Liberty Place in the fall of 1982.
It is, therefore, recommended that rather than invest funds
poorly in surface treating Mill Lane, a project for
extraordinary maintenance reconstruction be considered for
the 1984 Bugdet.

Dear Sir,
Seeing the results of what was done to Scugog Street,
North of the fork in the road, Middle Road and Scugog, I
was wondering why the same could not be done for Mill Lane.
Mill Lane is a road that has been "patched up" year
after year and the results are quite "bumpy". The road is
used quite a bit, so please, if you would, have someone
look at it and then I am sure you will find this letter
justified in trying to improve our road conditions.
