REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JULY 18, 1983.
REPORT NO. : WD-66-83
SUBJECT: REPORT ON CORRESPONDENCE RECEIVED FROM BILL
AND LORRAINE LOVER RELATED TO THE MUNICIPAL
PARKING LOT IN THE VILLAGE OF NEWCASTLE.
RECOMMENDATION:

It is respectfully recommended:
1. That the Works Department immediately perform the
following works on the Municipal Parking Lot in the
Village of Newcastle:
a) Regrade, place gravel , apply calcium for dust
control , and cut weeds on the parking lot
perimeter;
b) Place a "No Parking on Boulevard" sign on the
boulevard just north of the parking lot
entrance;
c) Place a sign to indicate the existence of the
municipal parking lot; and,
2. That funds for the above improvements be drawn from
Account Number 7212-X-00442-X, Off Street Parking;
and,

3. That consideration be given to including funds for
fencing and bituminous surfacing of said parking lot
in 1984; and,
4. That a copy of this report be forwarded to Mr. & Mrs.
Lover.
REPORT
The attached correspondence from Mr.& Mrs. Lover outlines
areas of concern with respect to the Town-owned parking lot
in the former Village of Newcastle. Some improvements can
be addressed immediately through funds budgeted in the 1983
Off-Street Parking Account, namely; grading of the lot,
dust and weed control , and more appropriate signing. Items
such as fencing or hardtop surfacing will be considerably
more costly and will require funds to be provided through a
future budget.
The Lovers have indicated that consideration should be given
to improving the parking lot prior to commencement of
construction of the Connecting-Link, probably in
anticipation of a higher demand for parking in the lot.

The works suggested for immediate attention should satisfy
the present needs and any additional needs generated by the
King Street reconstruction. Works suggested for
consideration in the 1984 Budget would provide for a fairly
high standard parking facility. It is, therefore,
recommended that improvements be provided as recommended.

Dear Mr. Oakes:
Would you please bring the following letter to the attention
of Council .
RE: Municipal Parking Lot in the Village of Newcastle, located
on Mill Street North with the following abutting property
owners - Commercial Bell Telephone; Stedman's; Mikes.
Private - Bill and Lorraine Lover.
Because of the construction that is about to take place on Hwy #2 in
the Village I would like to bring a few points to the attention
of Council .
1 The above property to my knowledge is the only municipal off street
parking in the Village. The lot has been maintained by the Town
works department - Annual grading, snow removal and lighting. The
garbage in picked up and weeds sprayed by abutting property owners.
Note: There is not proper fencing around the parking lot (three sides
of fencing is down and the remaining fence is in poor shape). Parking
is allowed on the boulevard making for poor vision for cars leaving
the lot. There is no Municipal sign indicating that a Town Parking
Lot is available for residents or visitors.
Might I suggest that council Took at this property before construction
is started on #2 Highway. Also, as neighbors we are willing to
discuss shared costs for proper fencing between our property-ti4-
the Town Parking Lot.
