SUBJECT: RECONSTRUCTION ON DIVISION STREET IN ORONO
BETWEEN COBBLEDICK STREET AND SOMMERVILLE DRIVE
RECOMMENDATION:
It is respectfully recommended:
1. That improvements to Division Street in Orono, by
raising catchbasins and ditch grades, not be pursued;
and,
2. That consideration be given in the 1984 Budget to
installation of curbs and gutters and asphalt pavement
on Division Street in Orono between Cobbledick Street
and Sommerville Drive.
BACKGROUND
Over the past year or so, residents on Division Street in
Orono have expressed concern over the depth of ditches along
their street. Division Street was reconstructed within the
past few years, but, rather than constructing an urban
cross-section, a rural section was provided with storm
sewers and ditch inlet catchbasins. This has resulted in
fairly steep ditch slopes in some areas which makes lawn
mowing, etc., rather difficult. The proposed remedy to this
problem was to raise the catchbasins and partially fill in
and sod the ditches.

Review of such a proposal revealed that the proposed works
may not provide the most satisfactory end result for funds
which would have to be expended. With the raised ditches
and flatter ditch grades, wet areas and ponding could
result, and thus, complaints associated with such
deficiencies would be registered. Also, Division Street is
only surface treated and will ultimately require hot mix
paving.
REPORT
As an alternative to the ditch alterations which were to be
funded from the ditch maintenance account, it is suggested
that a proper urban cross-section with curbs and gutters be
considered for construction in 1984. Since the storm sewers
and granular base are already in place, construction costs
would be minimized, with major components being
modifications to the existing catchbasins, curb and gutter
construction, hot mix paving and boulevard sodding. No
estimate of cost is yet available, but, these details will
be established prior to preparation of the 1984 Budget.
As indicated previously, the raising of catchbasins and
ditches on Division Street may not be as effective in
solving the concerns of some area residents as had been
hoped. However, completion of urban construction, although
more costly initially, would resolve all associated
problems. It is, therefore, recommended that consideration
be given to providing for the construction alternative in
the 1984 Budget.
