Subject: MUNICIPALITY OF CLARINGTON - PROPOSED STREET NAMES PART • TS 10 & 11, CONCESSIONS PART LOTS CONCESSION PART LOTS • FORMER TOWNSHIP OF DARLINGTON FORMER REGIONAL ROAD 14 (NORTH OF TAUNTON ROAD) FILE: PLN 25.1.15 Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 152 -96 be received; 2. THAT the above street renaming matter be referred back to staff for preparation of a subsequent recommendation report; and 3. THAT the Durham Region Planning Department be advised of Council's decision. 1. BACKGROUND 1.1 The Region of Durham Works Committee in late May 1996 considered Report 96- W -67 which recommended the reversion of Regional Road 14 from Taunton Road (Regional Road 4) to Regional Road 20. On June 5, 1996, Regional Council adopted the recommendations of the Works Committee and transferred jurisdiction of that portion of Regional Road 14 to the Municipality of Clarington. 1.2 As a result of the transfer of that portion of what was previously "Regional Road 14" north of Taunton Road, it became necessary to rename the various sections of this roadway. 1.3 Council at their September 30th meeting endorsed the following resolution: 601 REPORT NO. PD- 152 -96 PAGE 2 "1. THAT Report PD- 126 -96 be received; 2. THAT staff be authorized to take the appropriate action pursuant to Municipal Policy and the provisions of Section 210 of the Municipal Act, for consideration of the following proposed street name changes: 1) that portion of "Regional Road 14" northerly from Taunton Road to Concession Road 7 to "Liberty Street "; and 2) that portion of "Regional Road 14" easterly and within lots 9 and 10, former Township of Darlington to "Concession Road 7 "; and 3) that portion of "Regional Road 14" northerly from Concession Road 7 to Concession Road 8 to "Clemens Road "; and 4) that portion of "Regional Road 14" easterly and within lots 7 and 8. former Township of Darlington to "Concession Road 8 "; and 5) that portion of "Regional Road 14" northerly from Concession Road 8 to Regional Road 20 to "Bethesda Road ". 3. THAT the landowners fronting onto the affected portions of Regional Road 14 (north of Taunton Road to Regional Road 20) be provided notice through a mail circulation; and 4. THAT the Region of Durham Planning Department be advised of Council's decision." 2. STAFF COMMENTS 2.1 In considering a new street name for this roadway, staff concluded that the use of one name could be confusing. This is due to the fact that this portion of "Regional Road 14" is neither a straight or continuous stretch of roadway but rather consists of four ninety degree turns, two east -west and three north -south alignments. Consequently, it is suggested that the existing local road names be used. As shown on Attachment No. 1, moving from the south, the north -south portions of the roadway would be renamed "Liberty Street ", "Clemens Road" and "Bethesda Road ". The east -west portions would be renamed "Concession Road 7" and "Concession Road 8 ". 602 REPORT NO. PD- 152 -96 PAGE 3 2.2 The proposal of extending the existing municipal local road names maintains the Municipality's current practice of using historically significant names. Regional staff has advised that the use of existing names would be acceptable. This would avoid their possible refusal of "new" names proposed if they were duplications of names currently used in the Region. 3.1 Pursuant to the requirements of the Municipal Act, the appropriate notice was placed in the local newspapers at least once in a week for four (4) successive weeks. Also, the same notice was mailed to every landowner with property fronting on the above segment of Regional Road 14. 3.2 As a result of the public notification process, the Planning and Development Department has received three (3) counter inquiries (with one including two (2) written submission) and seven (7) telephone inquiries. 3.3 Two counter inquiries and two telephone inquiries generated a common suggestion that the name "Manvers Road" be incorporated into all or part of the former regional road route. In each instance staff confirmed that "Manvers Road" already exists in Clarington, in Newcastle Village and, as such could not be used. The Region of Durham will not permit the duplication of street names. 3.4 Two (2) counter inquiries and two telephone inquiries mentioned the name for the most northerly portion of the former regional road should not be Bethesda Road but instead, Long Sault Road, for reasons of historical relevance and common usage amongst residents in the immediate area. Although the existing portion of Long Sault Road is located slightly to the east of Regional Road 14, Long Sault Road was suggested as Long Sault United Church and the associated cemetery 603 REPORT NO. PD- 152 -96 PAGE 4 were located at the north end of this portion of Regional Road 14 and Long Sault School (School Section 13) at the south end of this portion of Regional Road 14. 3.5 Two inquiries emphasized the need to avoid assigning different names to different segments of the former Regional Road 14 route in order to maintain the sense of a continuous route. 3.6 Another inquirer living on a corner on the former Regional Road 14 route was concerned that his municipal street and mailing addresses would both be completely changed. 4.1 Pursuant to the requirements of the Municipal Act, this General Purpose and Administration Committee Meeting will be an opportunity for a Public Hearing for oral submissions on the proposed street name changes. As with the other public submissions, any oral submissions will be taken into consideration during the formulation of the staff recommendations on the proposed street renaming. 5. CONCLUSION 5.1 Following today's Public Hearing, Staff will formulate recommendations to be presented in a report to Committee and Council at a date in the near future. /04 REPORT NO.
