HANCOCK NEIGHBOURHOOD DESIGN PLAN

Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 138 -96 be received for information.
1. BACKGROUND:
1.1 A Neighbourhood Design Plan is to be prepared prior to consideration of any Plan
of Subdivision. The Clarington Official Plan states that "A neighbourhood design
plan is a visual interpretation of a the future development of an entire
neighbourhood ". Although these plans do not require Council approval, they will
be used by staff in reviewing subdivision applications for the specific
neighbourhood. They will also illustrate, for perspective purchasers, the land uses
proposed in the balance of a neighbourhood.
1.2 The design plans are intended to detail the following:
• all road alignments within a neighbourhood, including right -of -way widths
and required widenings;
• any walking or cycling trail systems should be identified, as well as future
transit routes;
location of school, park and open space blocks including storm water
management blocks;
lotting patterns and densities.

1.3 The Municipality has been processing two plans of subdivision submitted by
Courtice Heights Developments with respect to lands within the Hancock
Neighbourhood of Courtice. The location of the neighbourhood and the two
plans of subdivision are indicated in (Attachment #1).
1.4 Courtice Heights Development have prepared a development concept for the
neighbourhood for the area north of Nash Road (see Attachment #2). It is staff's
intent to work with the applicant to modify the documents submitted to date to
provide for the level of detail and address the matters to be incorporated in
Neighbourhood Design Plan as required in the Clarington Official Plan.
1.5 Staff propose to advertise and host an Information Open House session for the
neighbourhood design plan in the near future. Notice will be provided by way of
local newspaper and by mail to land owners. Comments from the general public
will be taken into consideration prior to finalizing the neighbourhood plan.
Subsequent to the above process, staff will be able to deal with any proposed
development within the neighbourhood. It should be noted that the
neighbourhood plan does not replace the approval of a plan of subdivision or
rezoning nor will it remove any resident's rights to object to subsequent
subdivision or rezoning application under the Planning Act.
