REPORT #: WD -3 -86 FILE #: D -31 -9 SUBJECT: SPEED LIMIT - ENFIELD RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; and, 2. That the speed limit on Enfield Road from 250 metres south of the 9th Concession Road to 200 metres north of the 9th Concession Road, and on Concession Road 9 from 200 metres west of Enfield Road to 800 metres west of Wotten Road, be posted as 50 kilometres per hour, in accordance with the Highway Traffic Act for a built up area; and, 3. That the costs of installing the signs be assessed to the Public Works Maintenance Account for Traffic Signs. .....2 Page 2 Report No. WD -3 -86 BACKGROUND AND REPORT: The Public Works Department has received several requests to reduce the speed limit within the built up area of Enfield. The present, unposted, speed limit is 80 kilometres per hour. Durham Regional Police have also received complaints from residents with respect to speeding vehicles and several motor vehicle accidents have occurred on Saw Mill Hill as a result of excessive speed. Durham Regional Police recommend that a change is warranted. In accordance with todays standards and criteria, the road surface is recognized as narrow and somewhat distored and a reduced speed limit would be in order. The authority to post the area at 50 kilometres per hour comes from the Highway Traffic Act, Section 82 -16, which states that no person shall drive a motor vehicle at a greater rate of speed than 50 kilometres per hour on a highway within a city, town, village, police village, or built up area. It is, therefore, recommended that in the built up area of Enfield, the speed limit be posted at 50 kilometres per hour. Respectfully submitted, XAOW R.G. Dupuis . Eng., Director of Public Works.
