REMUNERATION TO BROWNING - FERRIS INDUSTRIES LIMITED FOR EXTENSION OF
GARBAGE COLLECTION SERVICES IN ORONO & NEWCASTLE VILLAGE TO MARCH 31, 1986.
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,
2. That Council provide direction to staff with respect to remuneration
to be paid to Browning- Ferris Industries Limited for interim garbage
collection and disposal services in Orono and Newcastle Village to
March 31, 1986, stipulating the rate to be:
a) The rates set out in Tender T84 -21;
OR
b) The rates set out in Tender T85 -20.
3. That Browning - Ferris Industries Limited be so advised.

REPORT:
In considering the recommendations of Report WD- 77 -85, relating to proposals
for garbage collection and disposal in Bowmanville, Newcastle Village, Orono
and Courtice, Council directed, in part, that arrangements be made for a
three month extension of service by the contractor providing same in Orono
and Newcastle Village. No direction was given with respect to the rates to
be paid for such extension and as a result, staff contacted B.F.I. proposing
the 1985 rates. B.F.I. had some difficulty with the financial viability
with this proposal and have responded in the attached correspondence.
Attachment Number 1 is a copy of the tender for provision of the garbage
service in Orono and Newcastle which was awarded by the Town to James W.
Hale and subsequently transferred to B.F.I. as a result of a corporate
transaction. Rates in this tender are about $4.75. /unit /month. Attachment
Number 2 is a copy of the recently advertised tender for the same service to
be provided by B.F.I., indicati.ng a cost of approximately $5.90 /unit /month.
In discussions with B.F.I. it has been indicated by that firm that at the
time they "inherited" the tender from Hale, they considered his prices
somewhat low but continued the contract in good faith. Their operation is
much larger and subject to high overhead costs, while the Hale operation did
not experience such costs. Thus, they cannot, in consideration of good
business management, provide the service for prices bid in late 1984. Their
position is that the prices bid in Tender T85 -20 are more realistic.
Having considered all related factors, it is felt that there is validity in
B.F.I.'s position and that direction to utilize prices set out in Tender
T85 -20 would not be inappropriate.

However, we would request that the pricing, terms and conditions
not remain the same as in Tender T84 -21, but rather refer
to the pricing terms and conditions of Tender No. T85 -20 for
the extended period until March 31st,1986.
We feel we can no longer absorb the increase costs associated
with the old Tender T84 -21 pricing.
