ZECOMMENDATIONS: It is respectfully recommended: 1, That this report be received; and, 2. That Committee and Council give consideration to the Public Works Department performing maintenance and repair services on vehicles for the Newcastle Hydro Electric Commission; and, 3. That upon favourable consideration, the Public Works Department perform the required maintenance and service on a trial basis; and, 4. That all costs incurred by the Town be charged to the Newcastle Hydro Electric Commission; and, 5. That the Newcastle Hydro Electric Commission be so advised. ....2 Page 2 Report No. WD -15 -86 BACKGROUND & REPORT: Representatives of the Newcastle Hydro Electric Commission have requested the Town of Newcastle Public Works Department to consider servicing and repairing Commission -owned vehicles. Town staff suggested that the request be formalized in a resolution from the Commission and that the matter would require consideration and approval of Town Council. The Public Works Fleet Maintenance Section employes two Mechanics and one Lead Hand Mechanic who report to the Division 1 Foreman. They are responsible to maintain and repair all Public Works fleet and equipment. As well, they perform repair, service and provide safety certificates for other Town departments. At present, the responsibility for fleet and equipment operated by other Town departments lies with that department and Public Works only provides repairs and service as requested as 'work for others'. The Fleet Maintenance Section is presently maintaining and servicing approximately fifty (50) licensed vehicles and twenty (20) unlicensed vehicles as well as all small engine equipment such as tractors and mowers. The fleet operation is equipped to repair and service heavy trucks and Newcastle Hydro Electric Commission vehicles would not pose a significant increase. The Newcastle Hydro Electric Commission fleet consists of: 1 - 1975 G.M., 5 ton Utility Truck with auger 1 - 1979 G.M., 5 ton Utility Bucket Truck 1 - 1980 G.M., 5 ton Utility Bucket Truck 2 - 1977 & 1980 1/2 ton Trucks 2 - 1982 & 1984 Utility Vans ....3 Page 3 Report No. WD -15 -86 Public Works Mechanics are well qualified to provide the necessary services being requested, however, obvious priorities would be established to respond to emergency repairs. Town Staff on a 'work for others' basis have already provided emergency repairs to Newcastle Hydro Electric's heavy vehicles by responding to two non- operative equipment calls. Discussions with staff at the Newcastle Hydro staff revealed that there is difficulty in acquiring satisfactory service and repair to this fleet and that the size of the fleet does not warrant a regular Commission mechanic. Should Council concur with the recommendations of this report, all actual costs incurred, plus a percentage of -the Overhead and Administration Costs, would be recovered from the Commission. It is, therefore, recommended 'that the Town of Newcastle Public Works Department perform the required service and maintenance of Newcastle Hydro Electric Commission's vehicles on a trial basis. As a follow up to our earlier conversation in connection with the servicing of Commission owned vehicles, this subject was taken up with our Board of Commissioners at their meeting of December 12, 1985, at which time the attached resolution was duly enacted. We now await the sanction of your Board of Directors and should this meet with approval, we would like to meet with you and your fleet supervisor to set up a servicing schedule, whereby each unit can be serviced on a regular basis.
