REPORT #: WD -19 -86 SU&ECT: REPORT ON A REQUEST FROM THE PETERBOROUGH - VICTORIA - NORTHUMBERLAND AND NEWCASTLE SEPARATE SCHOOL BOARD REQUESTING A NORTHERLY EXTENSION OF RHONDA BOULEVARD TO WAVERLEY ROAD FILE #: RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received for Council's information and consideration in response to the direction to staff in Resolution C- 661 -85. REPORT: In response to the attached correspondence from the Separate School Board, Resolution C- 661 -85 directed staff to meet with the owner of the land through which the extension of Rhonda Boulevard would be constructed and Members of the School Board to discuss the proposal. These actions have been taken and the following is provided for the consideration of Members of Council. .... 7_ Page 2 Report No. WD -19 -86 G(b) Mr. Bob Burke has been designated as the School Board representative on this matter. At a meeting held with him, school board proposals for the use of St. Stephen's School at 80 Rhonda Boulevard, as well as bus routing and traffic and safety concerns, were discussed. The Board is allowing the evolution of a proposal which would see the role of this school change over a period of time. Lower grades, up to grade five, are being phased out, with students being transferred to St. Joseph's School located in another part of Bowmanville, while higher grades, up to Grade 12, are being accommodated in St. Stephen's School. As part of this proposal, portable units have recently been placed on site thereby reducing the size of the parking lot and negating the possibility of school buses turning and picking up students on site. This gives rise to some staff parking their vehicles on Rhonda Boulevard, which creates a conflict for turning school buses and a severe safety hazard. Presently, there are some half dozen buses serving the school and this number is to increase by another two to five units over the next two years. As there are no outlying separate schools, these buses bring students from rural areas and the Courtice Urban Area. Thus, as development increases in the Town and this school board proposal evolves, traffic conjestion and safety in the area will become a major problem and the need to make Rhonda a through street will be amplified. Indications from the board representative are that although they are restricted in their authority to acquire new lands for schools, they are discussing expansion of this site with the developer to the north. The development plans for those lands includes a block for school purposes. Furthermore, the board representative has had discussions with and input from neighbours who have indicated concern for safety and who did not indicate major objection to the extension of Rhonda Boulevard. Although not yet confirmed, police and fire departments would probably concur with the concern for safety and the school board representative has offered to secure this information. ....3 Page 3 Report No. WD -19 -86 Subsequently, this matter was discussed with the owner of the development lands to the north and his agent with the aim of determining: a) Are there any changes in the concept on the previous draft plan relating to street layout, land use, etc.? b) Would the developer be prepared to dedicate the required road allowance at no cost? c) Would the developer be interested in paying for the road and associated services? In response to the matter of the status of the draft plan, the owner indicated that he is reviewing the layout proposed onthe draft plan but recognizes that any changes would have to be approved by the Town. With respect to dedication of the road allowance now, it was suggested that some consideration of a credit towards the ultimate parkland dedication required of the development could serve as the basis for dedication of the road allowance now. In relation to payment of the cost for constructing the road and services, the developer indicated willingness to negotiate cost - sharing in exchange for the ability to develop the lots which would be created and which are indicated on the attached plan. The owner stressed the undesirability of a temporary road. ....3 Page 4 Report No. WD -19 -86 Further to the above investigation, a preliminary estimate of road construction and servicing costs was performed as follows: i) Road construction - 125m @ $660 $ 82,500 ii) Sanitary services (from Region) 30,000 iii) Water connections (main presently exists) 10,000 iv) Utilities (Bell, Hydro, etc.) 15,000 TOTAL 137,500 Engineering & Contingencies, say 12,500 TnTOI $150,000 Other relevant input and information is attached for the consideration of Council and, in short, the matter can be summarized as follows: 1. The School Board is not in a position for financial involvement in the extension of Rhonda Boulevard. 2. The developer is prepared to negotiate the required right -of -way for a credit to his ultimate parkland dedication requirement. 3. The developer is prepared to negotiate for the required road and services construction. Matters which Council must consider are: 1. Possible deviations from present policies and procedures to accommodate changes which the developer might wish relating to planning. 3. How to pay for this proposal. 4. What is the responsibility of a School Board with respect to orderly planning of expansion of their facilities, including financing, rather than allowing such facilities to evolve? Rigby, Superintendent of Business, The Peterborough - Victoria- Northumberland and Newcastle Roman Catholic Separate School Board, 459 Reid Street, Peterborough, Ontario, K9H 4G7, requesting that Council consider completing the northern extension of Rhonda Blvd., to Waverly Road be received; AND THAT the subject correspondence be referred to staff with the direction that they meet with the owner of the land through which the road would be constructed and Members of the School Board to discuss the proposal; AND FURTHER THAT staff subsequently prepare a report for the consideration of the General Purpose and Administration Committee. "CARRIED" Resolution #C- 662 -85 Moved by Councillor Hamre, seconded by Councillor Cowman THAT the correspondence dated December 5, 1985, from Mr. Peter Boles, Director, Community Renewals Branch, Ministry of Municipal Affairs, submitting a copy of the Report of the committee to Review Section 217 of The Municipal Act and requesting that the report be reviewed by the M nicipality and a response to the recommendations made to the Ministry by January 31st 1986 be received; AND THAT the subject correspondence be referred to staff for review and a report to the General Purpose and Administration Committee on the impact the proposed changes would have upon the Business Improvement Areas in the Town of Newcastle. The request is being made to alleviate serious traffic congestion at St. Stephen's School, 80 Rhonda Blvd. If the extension were complete it would eliminate school buses and other vehicles turning at the school. With extension of St. Stephen's to accommodate Grade IX students this year and Grade X students for September 1986 the Board feels the safety of the students is at stake. The extension would also allow emergency vehicles better access and egress. If financing is not available for a fully completed paved extension at this time a temporary road that meets safety standards would be very acceptable. Edwards, hI.C.I.P., Director of Planning DATE, December 30, 1985 SUBJECT: PROPOSED PLAN OF SUBDIVISION 18T -76005 EXTENSION OF RHONDA BOULEVARD As discussed at the Department Heads meeting of December 18, 1985, I would advise that the subject plan of subdivision has been recommended for draft plan approval by the Town, however, it has not yet received draft approval from the Region of Durham or the Ministry of Municipal Affairs. As we have previously discussed, I have no objection to the construction of Rhonda Boulevard through to Waverley Road, however, I am not sure that we would be able to get the developer to advance construction of this road given the cost that would be associated with it and the minimal benefit accrued to the developer. In that regard, it may be worth considering an extension of the road and a re- alignment of the proposed subdivision lots so that two (2) lots take frontage directly onto Waverley Road and two (2) lots take frontage on Rhonda Boulevard, thus necessitating minimal extensions of sanitary sewer and watermains. If the subdivider is not willing to consider advancing this construction, then it would fall to the Town to negotiate dedication of the necessary right -of -way and undertake construction ourselves. We may, however, be able to recover some of the costs through a subsequent subdivision agreement with the developer, however, I would think this is very unlikely and, therefore, Council should be made aware of the potential cost, to the municipality, of constructing this piece of road.
