HomeMy WebLinkAboutWD-22-86u1.6 (e) TOWN OF NEWCASTLE REPORT File ## Res. # By -Law # hETING: THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: FEBRUARY 3, 1986 REPORT #: WD -22 -86 FILE #: StRECT REQUEST FROM THE MINISTRY OF TRANSPORTATION & COMMUNICATIONS FOR THE TOWN TO AGREE TO ASSUME A PORTION OF OLD HIGHWAY 35/115 AT ENTERPRISE HILL UPON COMPLETION OF A NEW INTERCHANGE AT HIGHWAYS 35 AND 115. RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; and, 2. That the Ministry of Transportation & Communications be advised that the Town of Newcastle agrees to assume a portion of Old Highway 35/115 at Enterprise Hill upon completion of a new interchange at the intersection of Highway 35/115, subject to the conditions set out in correspondence dated January 13, 1986, from the Ministry on this matter. ....2 Page 2 Report No. WD -22 -86 .I. One of the future projects in M.T.C.'s reconstruction schedule for Highway 35/115 is the building of an interchange in the vicinity of where Highways 35 and 115 now meet. Upon completion of this interchange, depicted on the attached, a short section of Old Highway 35 will no longer serve the function of a highway. However, since this section of old highway will be required to connect to Beaucage Road, it must remain in place. Service to Beaucage Road is a local function, therefore, the redundant piece of highway should become a Town road. In review of details with M.T.C. staff, a concern over the method of connection and a parking area were discussed. With respect to the connection, M.T.C. is prepared to perform reconstruction for a smooth connection to Beaucage Road and, in fact, the Town may even be successful in having a portion of that road upgraded. Town staff were fearful that an area presently being used for parking by commuters on ride -share arrangements would become a Town responsibility for maintenance, which responsibility we cannot assume. M.T.C. have since given the assurance that the Town will not become involved in the parking lot. In consideration of the above, it is recommended that M.T.C.'s request be accommodated. RE: Highway 35/115 Improvements Regional Road 4 to Enterprise Hill - Deletion of existing Highway 35 Connection to Highway 35/115 in the Contract - W.P. 7 -79 -02 Further to our memorandum of October 30, 1985, and our meeting of December 23, 1985, we are proposing revisions at Enterprise Hill under this project: (1). Closing of existing Highway 35 connection at Highway 35/115. The improvement is elimination of short weaving distance on Highway 35/115, and at the same time eliminate the duplication of movement for Highway-35 north to Highway 35/115 south. (2). Old Highway 35 between Highway 35/115 and Highway 35 realigned portion may be taken over by the Town after reconstruction. At the South end, the old Highway 35 will be connected to the existing township Road in a way discussed i.e. to the satisfaction of the Town of Newcastle. cont'd ... /2 _ 2 _ (3). Existing parking 1Qt will be reconstructed under this project to 30 parking stalls, with light, phone booth, and allowance to expand to 100 parking stalls in the future. The Ministry prefers existing location due to terrain, exposure to Highway and better control against the vandalisim. The maintenance of the parking lot will be the Ministry's responsibility.
