HomeMy WebLinkAboutWD-31-86t) /. 6 (e) TOWN OF NEWCASTLE REPORT File # Res.1 r, By -Law # MEETING: THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: MARCH 3, 1986 REPORT #: WD -31 -86 SUBJECT STORM SEWER CONSTRUCTION AND ROAD RESTORATION ON NASH ROAD FROM TOWNLINE ROAD TO VARCOE'S ROAD FILE #: RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; and, 2. That the Town of Newcastle contribute its share toward the cost of storm sewer construction on Nash Road from Varcoe's Road to Townline Road North; and, 3. That in conjunction with the restoration of the storm sewer project the road be upgraded to an acceptable condition; and, 4. That the Town's share of the total project be in accordance with the approved 1986 Public Works Account # 7205- 0000 -85006 for Nash Road from Varcoe's Road to Townline Road. ....2 U � C E Page 2 Report No. WD-31-86 REPORT: Schleiss & Holland, developers of land in the north east quadrant of Nash Road and Varcoes Road, require a suitable outfall for storm drainage from Phase III and IV of their development. Several locations for the outfall were discussed and reviewed with the developer's engineer and it was agreed that a storm sewer constructed on Nash Road to Townline Road is the most viable alternative. Since the proposed storm sewer will also accommodate storm drainage to other lands on the north, east and west of the Schleiss Holland lands, they have agreed to upfront the oversizing costs of the storm sewer. This will allow the Town to address flooding to area residents and pick up the Town's responsibility for storm drainage in the area. Catch basins would be installed on Nash Road and roadside ditches eliminated. Staff, recognizing the disrepair of this portion of Nash Road, further recommends that full advantage be taken of the restoration following the construction and the road section be upgraded to a passable acceptable condition. Recognizing the need for future Regional services and other utilities, the road would be constructed to a designed grade with approved granular depths and a binder course of asphalt. The Town's portion of the project would be eligible for M.T.C. subsidy. Provision would be made for future services, curb and gutter, sidewalks and final paving. ....3 UI.G�e Page 3 Report No. WD -31 -86 Schleiss and Holland have agreed to upfront the oversizing for lands adjacent to their development amounting to approximately twenty -nine percent (29 %) of the total sewer project. Furthermore, an endeavour to collect clause for the cost of storm drainage to these lands will be included in the development agreement with Schleiss and Holland. cost Sharing Formulae Approximate storm drainage areas to be served by proposed sewer on Nash Road (AR - Areas X Runoff coefficient) 1. The estimated cost of installing a storm sewer to serve only Nash Road would be approximately $110,000., excluding catch basins and storm sewer laterals. ....4 Page 4 Report No. WD -31 -86 Nash Road in its present state will require considerable expenditure of maintenance funds to repair.
