1985 ROAD NEEDS STUDY UPDATE

REPORT:
The Town's participation in the Ministry of Transportation and
Communications subsidy program requires preparation of a Road Needs Study
and annual updating of that study. The philosophy is that through an annual
update, an accurate representation of the condition of the Town's road
system will be maintained so that a fair rate of subsidy will be provided.
Furthermore, it is intended that the Municipality use the Needs Study and
the priorities established in it, to assist in orderly scheduling of road
reconstruction projects.
Once every five years the Ministry requires a Major Five Year Update of the
Road Needs Study.

The Major Five Year Update was carried out and a
reviewed is contained in Section 2. From this r,

With respect to the report itself, it is considered a valuable resource
document. Table 1(a) provides summaries of the road system by surface type
and by road function. To select a few excerpts, it is noted from Table 1
that the Town has 347.2 kilometres of gravel roads in the system. The 1984
update showed 397.9 kilometres of gravel road for a decrease of about 50.7
kilometres. Amongst other points, Table 1(b) shows about 28.8 kilometres of
purely urban road in -the Town's system.
Table 2 summarizes needs associated with the Town's roads and bridges
indicating that ideally, $71 million should be spent in the ten year period
to bring the system up to standard. Due to lack of adequate Provincial
funding, the Town's road system will continue to deteriorate. Table 3 on
Page 6 illustrates how needs have increased since 1981.
Appendix A provides various costing information for the various types of
reconstruction undertaken by the Town. For example, the tables on Page A3
indicate that the bench mark cost of resurfacing a two lane urban road would
be $50,000.00 per kilometre.

Appendices B, C, D and E summarize and inventory the various road sections,
bridges and railway crossings in the Town, providing details as to such
things as traffic volumes, surface type, and type and cost of improvement
required. Each of the components in these charts has a reference number
which is identified on the maps in the envelope at the back of the report.
