RECOMMENDATIONS:
It is respectfully recommended:
1, That this report be received; and,
2. That the Public Works Department give consideration to an application
of surface treatment on High Street from Concession Street to the
C.P.R.; and,
3. That Eddie Cook be forwarded a copy of this report and invited to
attend the Public Works Department during Public Works Week.

REPORT:
Resolution C- 216 -86 directed that the correspondence from Master Eddie Cook
of 68 High Street be referred to staff for review and report to the General
Purpose and Administration Committee.
The section of High Street which Mr. Cook refers to is a "no exit" street
situated in the Bowmanville urban area between Concession Street and the
Canadian Pacific Railway. Several years ago the Region of Durham replaced
the sanitary sewer on this section of High Street and disturbed the road
surface. The road was restored with an application of prime and surface
treatment and has received routine maintenance since that time.
Traffic volumes on this section of road are less than fifty (50) vehicles
per day and there are no sidewalks or storm sewers. The 1985 Road Needs
Study places the road in the One to Five Year category with a low priority
for reconstruction. Keeping in mind the many roads that have deteriorated
during this year's spring breakup, staff will continue to monitor and
provide routine maintenance for this section of High Street giving
consideration to an additional application of surface treatment in the
future.
Eddie Cook has shown an interest in the Town and its roads and it is
suggested that he and his fellow classmates be invited to attend the Public
Works Department during Public Works Week to further satisfy his concerns
and provide him the opportunity to be familiarized with -the Work's
Department and their maintenance procedures.
