CONCESSION STREET /ELGIN STREET INTERSECTION, BOWMANVILL
RECOMMENDATIONS:
It is respectfully recommended:
I, That this report be received; and,
2. That a Four -Way Stop be implemented at the Concession Street /Elgin
Street intersection; and,
3•
That staff be directed to prepare the appropriate traffic by -law
amendment to authorize said Four -Way Stop, and,
4.
That Mr. Edwin G. Mann, D.C., be provided a copy of this report.

At a regular meeting of Council on Monday, January 13, 1986, a resolution
was passed requesting staff to consult with the residents that would be
affected by the installation of steel beam guide rails on the east side of
Elgin Street, south of Concession Street.
Pursuant to that request staff did request the residents' input and include
the six responses as an attachment to this report. It is noted that the six
residents canvassed are unanimous in their view that the installation of a
steel beam guiderail is not a preferred solution.
An eight hour traffic and pedestrian count was carried out at 'the Concession
Street /Elgin Street intersection on Friday, April 11, 1986, to determine the
traffic flow through the intersection.
The results of the count indicates that 804 (59 %) vehicles approached the
intersection from either the north or south direction while 563 (41 %)
approached on Concession Street from the east or the west and that of the
184 pedestrians using the intersection, 153 (83 %) crossed in the north /south
direction on the east side of Elgin Street and, further, of the 153
pedestrians crossing in the north /south direction, 103 crossed either
one -half hour before or after school hours.
The pedestrian figures would indicate that if the option of simply reversing
the stop signs to cause Elgin Street to be the stop street and Concession
Street the through street were implemented, a school crossing guard would be
required for the intersection.

The traffic count indicating Elgin Street to be the more heavily travelled
would also indicate that a simple reversal of signs would not be the
appropriate solution.
There are some improvements that could be made to the intersection to
improve its safety short of realignment or the installation of a steel beam
guiderail such as the installation of a painted centre line on Elgin Street
and the placing of a curve warning sign with a 30 km /hr. tab to indicate the
recommended speed.
It could be argued that although the concern being addressed herein is not
one of traffic conflict at the intersection, due to opposing volumes being
approximately equal, a Four -Way Stop situation may have marginal warrants
since the volumes are 59% vs 41% and, in addition, the realization that
there is a legitimate concern regarding safety of persons and property at
this intersection due mainly to poor road alignment.
It is, therefore, recommended that a Four -Way Stop be implemented at this
intersection.

Mr. R.G. Dupuis, WD -75 -85 of Nov. 13, 1985, in which he
states that " the accidents which have occurred are rel-
ated to speeding or ignoring the rules of the road" and
that " the most logical remedy would be to reverse the
stop signs so that Elgin St. becomes the stop condition ".
Certainly placing a steel beam guard rail on the
east side of Elgin St. would do nothiag towards address-
ing the major problem of speeding
