AGREEMENT WITH M.T.C. FOR THE RECONSTRUCTION,
WIDENING AND OVERSIZING OF CENTREFIELD DRIVE
(TOOLEYS ROAD) FROM HIGHWAY # 2 TO BRIAR GATE
RECOMMENDATIONS:
It is respectfully recommended:
I. That this report be received; and,
2. That a by -law be passed authorizing the Mayor and Clerk to execute the
agreement attached hereto, with the Ministry of Transportation and
Communications for the reconstruction, widening and oversizing of
Centrefield Drive (Tooleys Road) from Kings Highway # 2 northerly to
Briar Hill Gate; and,
3. That all Town of Newcastle costs attributed to the reconstruction,
widening and oversizing to an urban standard be charged to the Public
Works Account for Unspecified Construction associated with
development; and,
4. That the executed agreements be returned to Mr. Eric G. Tennant,
Regional Solicitor for M.T.C., accompanied by a certified copy of the
above by -law.

REPORT:
The Ministry of Transportation and Communications during the reconstruction
of Kings Highway # 2 within the Town of Newcastle will be responsible to
reconstruct all intersections within the construction limits of the project.
The M.T.C. standard for reconstruction at Centrefield Drive (Tooleys Road)
is to reconstruct to a rural cross section with gravel shoulders and ditch
drainage. However, as a result of the abutting development on Centrefield
Drive, this level or standard was not acceptable to the Public Works
Department. Public Works Staff have requested the M.T.C. to consider
reconstructing the portion of Centrefield Drive from Highway # 2 to Briar
Gate as part of their Highway # 2 project. The additional costs over and
above the costs of rural reconstruction are to be assessed to the Town and
it is recommended for subsidy purposes that they be charged to the Public
Works Account for Unspecified Construction associated with development.
The department has received contributions and obtained financial securities
from the abutting development to cover all costs.
The M.T.C. will not enter into an agreement of this nature with private
developers and recognizes the Town's development agreements with same.
It is, therefore, recommended that the attached agreement be executed on
behalf of the Town.
