That this report be received; and, 2. That the Director of Public Works invite Barbara Stead, Equipment Management Systems Analyst, Equipment Engineering Office of M.T.C., to attend an informal meeting at a mutually agreeable time to discuss the formula used to establish equipment rates set out by the M.T.C. ....2 UT Page 2 Report No. WD -45 -86 BACKGROUND: Report WD -29 -86 was presented for Committee's consideration at the G.P.A.C. Meeting of March 3, 1986. Resolution GPA- 242 -86 requested "That staff arrange for a representative of the Ministry of Transportation and Communications to attend a meeting of the General Purpose and Administration Committee to discuss the formula used to establish equipment rates set by M.T.0 ". At the Council meeting of April 14th, a letter from M.T.C. discussing the formula used to establish equipment rates set by M.T.C. was included as communication to receive for direction. Resolution C- 319 -86 directed "That the communication dated March 26, 1986, from C.R. Arbuckle, Assistant to P.C. Ginn, District Municipal Engineer, District # 6, Municipal Section, 5000 Yonge Street, Willowdale, Ontario, M2N 6E9, Re: MRA -135 Rental Rates for Equipment be received; AND THAT -the subject correspondence be referred to the Director of Public Works for review and a subsequent report ". M.T.C. has agreed to have a representative address the Council of the Town of Newcastle to supply further information with respect to equipment rates if so desired. ....3 Page 3 Report No. WD -45 -86 It is, therefore, recommended, that the Director of Public Works arrange for Barbara Stead to attend an informal meeting at a mutually agreeable time to make a presentation to Council Members and provide them an opportunity to express their concerns and ask questions not answered in the correspondence. For each class (type) of equipment, the considerations included in the calculation of the rates are: (1) Fuel Cost - the fuel cost for one year, based on the last fiscal year. (2) Maintenance and Repair Costs - the parts, labour, motor oil and lube costs for one year, based on the last on a fiscal year. WD -29 -86 FILE #: 1986 PUBLIC WORKS EQUIPMENT RATES RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; and, 2. That the attached 19 Schedule of Equipment Rates be approved. BACKGROUND: Each year, the Town of Newcastle's Public Works Department updates its Schedule of Equipment Rates to conform to the Ministry of Transportation and Communications Directives MRA -135, maximum subsidizable rates for municipally -owned equipment. The rental rates are established "door -to- door" and are applied on an hourly basis. !j File # Res. # By -Law # Page 2 REPORT NO. WD -29 -86 The definition of subsidizable time is the recorded time from when the machine leaves its base to do productive work in a subsidizable activity until it returns to base, or otherwise ceases to be part of the productive equipment required to perform that activity. REPORT: The Ministry Directive provides rates for all of the various pieces of equipment available to municipalities which can be viewed at the Public Works Offices. From this Directive, a schedule of equipment rates applicable to the Town of Newcastle has been prepared. The revised rates, which are about five percent (5 %) greater than 1985 rates, reflect increased depreciation allowance, insurance, repairs, fuels, interest and overhead costs, but do not include operator costs. As garbage packers are not utilized on activities normally subsidized by the M.T.C., staff are recommending that the 1986 rates for these units remain unchanged at this time. The rates for garbage packers has not changed since 1983. When decisions are finalized in respect to upgrading of the garbage collection fleet, the rates will be further reviewed at that time. ....3 Page 3 REPORT NO.
