There are no funds set aside in the 1986 budget. Presently, Concession Street is being reconstructed as part of the Luverme Development, from Durham Road 57 to Munday Court and is being funded entirely by the developer. The proposed construction by the Stevens' would provide a paved surface from Durham Road 57 to just east of a driveway entrance to their new home currently being constructed. Mr. Stevens has also indicated to staff that he may wish to develop some lands east of the Luverme development in the future. As indicated in the attached letter, the cost of the reconstruction would be offset slightly by the marginal savings with respect to the maintenance of this section of Concession Street, however, a stretch of gravel road beyond this section would require routine maintenance such as grading and dust control and, subsequently, maintenance savings would be minimal. Jean and Robert Stevens have indicated in their letter that time is of the essence since the volume prices which they hope to take advantage of only apply if work can proceed in conjunction with work being performed as part of the Luverme development. ....3 Page 3 Report No. WD -47 -86 It is, therefore, recommended that staff be authorized to proceed with the arrangements to have the proposed portion of Concession Street reconstructed if Jean and Robert Stevens agree to pay one hundred percent of associated costs.
