JEFFERY'S SUPERETTE
HAROLD DRAKE, 9 NELSON STREET, BOWMANVILLE, ONTARIO.
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,
2. That the owner of Jeffery's Superette be encouraged to consider
alterations to the entrance east of the Superette to provide a
turnaround for his customers and to encourage them to use that
entrance to turn around in rather than the private driveways on Nelson
Street; and,
3. That a copy of this report be forwarded to Mr. Harold Drake of 9
Nelson Street, Bowmanville, Ontario.

At the Council Meeting of March 24, 1986, Mr. Drake submitted a letter
of complaint (attached) regarding commercial traffic from Jeffery's
Superette, 83 Liberty Street South, Qowmanville. The correspondence was
subsequently referred to the Public Works Department for review and report
to G.P.A.C.
On July 23, 1985, Mr. Drake addressed a letter (also attached) to Mayor and
Members of Council expressing his concerns with respect to commercial
traffic generated at Jeffery's Superette using private driveways on the dead
end section of Nelson Street to turn around. The Mayor referred the letter
to the Town's Works Department and to the Commissioner of Works for the
Region of Durham for consideration.
The former Director of Works responded in a memo indicating that the Town of
Newcastle had no jurisdiction with respect to preventing traffic from
turning around in private driveways; that the Region was the Road Authority
on Liberty Street and, as such, the works and signing on Liberty Street are
not within the jurisdiction of the Town and that the only practical solution
appeared to be that of Jeffery's Superette constructing some off road
parking and /or turning facilities on his property.
At the time of Mr. Drake's letter of July, 1985, there were barrier curbs in
front of Jeffery's Superette on Liberty Street. The Region has since
removed the barrier curbs and provided some boulevard parking in front of
the Superette's property in an attempt to assist the situation.

In the absence of a rezoning application or planned expansion, the Town has
no way of forcing the owners of the Superette to spend money to improve
parking and traffic arrangements.
The Town has no property at the end of Nelson Street to construct a proper
cul -de -sac (turnaround) and the cost to acquire property for this purpose
would be prohibitive.
It is, therefore, recommended that the Town of Newcastle encourage the
owners of the Superette to make some improvements to their entrance east of
the building to help relieve the concerns of the local residents.

Dear Mayor and Members of Council:
` I am writing once again to complain about the commercial traffic from Jeffery's
Superette (83 Liberty S.) using my driveway to turn around in.
When the town:
- posted no parking signs on the west and east side of Liberty St S. (in front of store)
- posted no parking signs in front of the stop sign (dead end section of Nelson St. East)
- placed cement curbs directly in front of the store (on Liberty St.)
Where did it think the traffic would go? It ends up using my driveway (and my
neighbours). There is room behind and on the south side of the store to improve
the parking (entrance on Nelson St.E.). If the entrance was widened (remove small tree,
Town Property), it would give the trucks and cars a place to park and turn around
instead of blocking the road. I'm willing to remove the tree at my own expence
to help clear up the traffic problem. If the traffic on Liberty St.S. is heavy enough
to have a 4 way stop (Lib.S & Base Line) then something should be done about the
parking problem. Many times Liberty St. north bound (and sometimes southbound) and
Nelson St. E. is blocked because of commercial traffic parking on the road. The store
at the other end of Liberty St. (Jug City) 101 Liberty St. N. has paved parking across
the street compliments of the town. If the town and Jeffery's worked together on
this problem I'm sure a sutiable solution could be found. I have lived here over
6 years and have seen the commercial traffic become progressivly worse year after
year. The traffic is heavy enough at times (lunch and supper) that people on the
dead end section are forced to:
-place blocks between the driveways
-place large barrels on their driveway
-block part of their driveway (over 2) off with large square planters
- install a gate to keep traffic out of church parking lot
-the senior citizen complex at the end of Nelson St.E. had to put up a sign
prohibiting unauthorised traffic. Sooner or later the parking problem at
Jeffery's will haVe to be looked at, the sooner the better.

SUBJECT: k MR. HAROLD DRAKE'S LETTER OF JULY 23, 1985.
This is in response to your recent memo concerning the
above.
Firstly, I would advise that the Works Department did
discuss the matter of a barrier curb in front of Jeffrey's
Superette on Liberty Street with the Region, and since
Liberty Street is a Regional Road, we expressed no
preference as to the type of curb. I believe that due to
potential conflict of parking vehicles with traffic on
Liberty Street, as well as the parked vehicles blocking the
sidewalk, the Region elected to install a barrier curb.
With respect to the Town's jurisdiction and responsibility
for traffic using Mr. Drake's and neighbours' driveways to
turn around, we really do not have authority. It would seer,
that the only solution would be for the store owner to
provide parking for delivery vehicles and customers. To
this end I would be pleased to discuss an approach with
you.
