A & P - Queen Street Closure & Reconstruction
RECOMMENDATIONS:

REPORT:
At the G. P. & A. Committee Meeting of July 21, 1986 resolution GPA- 722 -86
was passed as follows:
THAT the delegation of Douglas G. Stephen, P.Eng. Director of Construction,
A & P Food Stores be acknowledged, and that the requests referred to in his
letter of July 16, 1986, be referred to Mr. David Oakes, Clerk /Administrator
Director of Public Works, Gordon Ough, Director of Planning, T. Edwards and
Councillor Hubbard for a further report to Council.

A meeting was held on Thursday July 24, 1986 with representatives of A & P
to discuss the Towns' requirements with respect to the reconstruction of
Queen Street.
The Public Works Department pointed out that a copy of a resolution passed
at the Council Meeting of May 26, 1986 had been sent to A & P on June 4,
1986 (see attached) and that paragraph two and three of the resolution
stated "That the Town's financial consideration in respect of this closure,
be the reconstruction and relocating of Queen Street, between Lambert and
Liberty Street, 'to Town Standards; and that A & P relocate all utilities and
services presently within the Queen Street road allowance at their expense,
and to the satisfaction of the various authorities having jurisdiction over
such utilities or services;"
It was then stated that to "install a 2" asphalt surface course on the
existing paved area, maintaining the existing slopes and alignment" as
indicated in Mr. Stephen's letter of July 16, 1986 (attached) was not
acceptable and not in line with the intent of the previous council
resolution. It was stated that when the new A & P site and the new
Hospital site are completed the Town did not want to have an old Queen
Street between the two sites with only an asphalt face lift which may result
in pressure to reconstruct to proper urban standards with curb & gutter in
the near future. It was stated that what was required as a final product
was a road with a proper granular base, asphalt, curb & gutter as set out in
our Town Standards and that adequate storm sewer facilities were of
paramount importance.
During the discussions between A & P and the Hospital when the Hospital was
being encouraged to accept their half of the road allowance the Hospital was
reluctant because they felt that they would be accepting a liability which
may require substantial maintenance expenditures in years to come. At that
time A & P & the Town stated that in their opinion it would not be a
liability since what the Hospital would be getting was a new road which
would last for 20 years before any problems would likely arise.

During the discussions at the meeting of July 24, 1986 A & P appeared to be
reluctant to commit to the reconstruction details because of the unknowns
associated with reconstructing "old" streets. Staff then proposed that if
A & P would rather pay the sum of $60,000 to the Town as financial
consideration in respect of the closure, then the Town would reconstruct
Queen Street and that A & P would then only be required to relocate all
utilities and services as mentioned previously in the council resolution.
Staff feels that $60,000 will be sufficient to adequately upgrade this
section of Queen Street. A & P's responsibilities would include relocating
the storm sewer service which is presently located where the building will
be going and the restoration in kind of all excavations associated with 'the
relocation of the various services.
At the time of writing this report A & P had not indicated which way they
wanted to go.
