CN RAIL CROSSING SIGNALS ON RILEY ROAD
MILEAGES 285.05 & 286.75 KINGSTON SUBDIVISION
(BETWEEN LOTS 24 & 25), AND TORONTO STREET, NEWCASTLE
RECOMMENDATIONS:
It is respectfully recommended:

1. That this report be received; and,
2. That the Canadian Transport Commission be advised that the Corporation
of the Town of Newcastle is in favour of the installation of automatic
warning devices at the Riley Road crossing at this time and that it
will pay 12 1/2 percent of the installation cost estimated at
$139,200.00 (i.e. the Town's share would be approximately $17,400.00)
plus 50 percent of future maintenance costs estimated at approximately
$3,400.00 (i.e. the Town's share would be approximately $1,700.00);
and,
3. That $17,400.00 be provided in the 1987 Budget for the installation of
the protection devices at the crossing on Riley Road.

The Canadian Transport Commission has recommended the installation of
automatic warning devices at two locations within the Town of Newcastle (see
attached). The two locations are both in the Village of Newcastle area with
one being on Riley Road between Lakeshore Road and Concession Road 1 and the
other being on Toronto Street where Toronto Street turns south toward the
Lake. These two locations are the only two crossings within the
Municipality which do not meet C.T.C. standards. At a site meeting with
Town representatives on August 20, 1986, C.T.C. withdrew their
recommendation for the Toronto Street crossing. They will monitor this
crossing with possible recommendations at a future date.
The improvement of crossing safety at the Riley Road crossing is a logical
one, particularly in light of the upgrading of Riley Road over the last
couple of years and the planned continued upgrading in 1987. The traffic
volumes have increased due to the upgrading and are expected to increase
further. Riley Road /Concession Road 1 is a logical bypass of Bondhead and
may ultimately become the east and only access to a portion of that area
should shoreline erosion cause the closure of Lakeshore Road.
The question was asked of C.T.C. whether or not protection devices to be
installed could be somewhat less elaborate (i.e. flashing lights but not
short arm gates). It was explained that where there are two sets of tracks
the short arm gates with flashing light signals is the minimum standard
warning device. The theory behind the standard is that if there are no arms
as a physical restraint and the eastbound train clears the crossing, the
motorist may venture onto the tracks and be hit by a westbound train as the
motorist could not see because it was screened by the passing eastbound
train.

It is recommended that the Town agree to cost share the installation of the
recommended protections.

Please refer to our letter of 85 -08 -02 regarding the above
crossing.
With particular reference to the last 2 paragraphs of the
above letter, the Town is requested to advise if it wishes
to proceed with either or both of these projects.
If so, a cost sharing agreement (123�% of signal installation
cost and 50% of future maiptenance thereof) is required.
On receipt of this agreement an Order authorizing a federal
grant for 80% of the installation cost will be recommended.
The railway will not submit charges for the work before
its completion sometime in late 1987.

A program to improve crossing safety on the main railway line
between Montreal and Toronto has drawn attention to the above
crossings.
Site examinations were conducted in 1984 by Mr.J.M. Riley,
Regional Technical Officer, Railway Transport Committee, in
company with representatives from the Town of Newcastle and
C.N. Rail.
As it is the Committeeis desire to proceed with crossing
improvements at this time, the following recommendations are
presented.
1. Install short arm gates, flashing light signals and
bell to be located approximately 19 ft. from centre
line of the roadways.

2. Widen the crossing surfaces to an overall width of
26 ft. measured at right angles to the centre line.
3. Widen the road surfaces to an overall width of 26 ft.
(including shoulders) for approximately 50 ft. each
side of the crossing tapering to meet the existing
road sections.
The railway is requested to submit detailed estimates of
cost of installing and maintaining the proposed protections,
based on installation of constant warning devices.
The railway is further requested to confirm that it is
junior at the above locations and make its submission in
regard to the above recommendations, advising whether in
the.event of authorization by the Committee, it agrees to
pay 71Z% of the' construction cost and 500 of future main-
tenance cost of the proposed protections.
The railway is also requested to advise that it will assume
100% of the cost of widening and future maintenance of the
crossing surface.
Upon receipt of the railway's estimate, the Town. of Newcastle
is requested to advise that it will pay 12'% of the installation
cost plus 50% of future maintenance cost of the proposed
protections and the total cost of Item 3 above.
If, due to budgetary requirements, the Town wishes to proceed
with each project separately, it is advised that the crossing
at Town Road (mileage 285.05) should have some priority due
to the undesirable crossing anq_le.
